Rep. Peterson called the meeting to order at 8:10 a.m.

MOTION:    Rep. Dayton moved to approve the minutes of January 30, 2003. The motion passed unanimously with Rep. Biskupski, Rep. Cox, Rep. Donnelson, Rep. Johnson, and Rep. Noel absent for the vote.


H.J.R. 12    Resolution Providing Management of Wolves in Utah (M. Styler)

Rep. Styler introduced H.J.R. 12 and explained it to the committee. He was assisted by Kevin Conway, Director, Division of Wildlife Resources, who read a statement outlining the Division's policy in regard to the resolution.

MOTION:    Rep. Styler moved to amend the resolution as follows:




1.    Page 3, Line 64:    After "Wildlife Service regulations" insert "and other Utah species management plans"

2.    Page 3, Line 67:    After "Resources" delete " ' Endangered Species Mitigation Fund" and insert " , within the department's Species Protection Line
        Item, "

The motion to amend the resolution passed unanimously with Rep. Cox absent for the vote.

MOTION:    Rep. Ure moved to pass the resolution as amended out favorably. The motion passed unanimously.


H.B. 221    Extending the Sales and Use Tax Exemption for Pollution Control Facilities (D. Ure)

Rep. Ure introduced H.B. 221 and explained it to the committee.

H.B. 91    Enforcement Procedure Amendments of Well Drillers (D. Peterson)

Rep. Peterson introduced H.B. 91 and explained it to the committee. He was assisted by Jerry Olds, Utah Division of Water Rights and State Engineer.



MOTION:    Rep. Peterson moved to amend the bill as follows:

Page 1, Line 2:    Before “WELL” insert “WATER”

Page 1, Line 7:    After “to” insert “water”

Page 3, Line 84:    After “to” insert “water”, after “licenses,” insert “water”, and after “permits,” insert “water”

Page 3, Line 85:    After “registration, or” insert “water”

The motion to amend the bill passed unanimously with Rep. Johnson and Rep. Styler absent for the vote.

MOTION:    Rep. Dayton moved to pass the bill as amended out favorably. The motion passed unanimously with Rep. Johnson and Rep. Styler absent for the vote.


H.J.R. 14    Joint Resolution Supporting Action Plan for Public Lands and Education (S. Urquhart)

Rep. Urquhart introduced H.J.R. 14 and explained it to the committee.

Spoke in favor of the bill:    Sarah Meier, Utah School Boards Association

MOTION:    Rep. Peterson moved to pass the resolution out favorably and recommend that it be placed at the top of the Third Reading Calendar. The motion passed with Rep. Biskupski voting in opposition to the motion. Rep. Johnson, Rep. Styler, and Rep. Ure were absent for the vote.

MOTION:    Rep. Cox moved to adjourn. The motion passed unanimously.

The meeting was adjourned at 9:30 a.m.
