Rep. Buttars called the meeting to order at 8:09 a.m.

MOTION:    Rep. Urquhart moved to approve the minutes of the February 10, 2003 meeting. The motion passed unanimously with Rep. Dayton, Rep. Johnson, Rep. Noel, and Rep. Styler absent for the vote.


H.B. 227    Safe Drinking Water Act Amendments (G. Donnelson)

MOTION:    Rep. Donnelson moved to amend the bill as follows:

1.    Page 2, Lines 29-30:    After "to" delete the rest of the line 29 and line 30 and insert:
        "chemicals, compounds, or other substances certified by the National Sanitation Foundation Standard 60 used to treat water in the removal of contaminants specified in the federal and state Safe Drinking Water Acts."




The motion to amend the bill passed unanimously with Rep. Dayton, Rep. Johnson, and Rep. Noel absent for the vote.

Rep. Donnelson introduced amended H.B. 227 and explained it to the committee. He was assisted by Kevin Brown, Director, Division of Drinking Water.

                        Myron Batemen, Tooele County Health Department

During the discussion, Rep. Buttars relinquished the chair to Rep. Urquhart. Rep. Buttars returned and resumed the chair.

MOTION:    Rep. Biskupski moved to proceed to the next item on the agenda. The motion passed with Rep. Barrus and Rep. Donnelson voting in opposition to the motion. Rep. Styler was absent for the vote.

Rep. Buttars relinquished the chair to Rep. Barrus.


H.B. 130    Damage on Private Land by Big Game Animals (S. Urquhart)

Rep. Urquhart introduced H.B. 130 and explained it to the committee. He was assisted by Wes Quinton, Utah Farm Bureau, and Kevin Conway, Division of Wildlife Resources.

Rep. Buttars resumed the chair.

Spoke in favor of the bill:    Don Peay, Sportsmen for Fish & Wildlife

MOTION:    Rep. Cox moved to pass the bill out favorably. The motion passed with Rep. Noel absent for the vote.




S.B. 37    Task Force Study of Impact of Gravel Pits (P. Knudson)

Sen. Knudson introduced S.B. 37 and explained it to the committee.

Spoke in favor of the bill:    Lowell Braxton, Director, Utah Division of Oil, Gas & Mining

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed with Rep. Cox, Rep. Dayton, and Rep. Urquhart voting in opposition to the motion. Rep. Barrus, Rep. Johnson, Rep. Noel, and Rep. Styler were absent for the vote.


S.B. 107    Certification of Mines (M. Dmitrich)

Sen Dmitrich introduced S.B. 107 and explained it to the committee.

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously with Rep. Johnson, Rep. Noel, and Rep. Styler absent for the vote.


MOTION:    Rep. Cox moved to adjourn. The motion passed unanimously with Rep. Johnson, Rep. Noel, and Rep. Styler absent for the vote.

The meeting was adjourned at 9:41 a.m.
