Rep. Peterson called the meeting to order at 4:43 p.m.

MOTION:    Rep. Buttars moved to approve the minutes of the February 20, 2003 meeting. The motion passed unanimously.


H.B. 274    Rights-of-way Across Federal Land (M. Noel)

Rep. Noel introduced H.B. 274 and explained it to the committee.

Spoke to the bill:    Debbie Goodman, Audubon Council
            Ralph Finlayson, Attorney General's Office

Spoke in opposition to the bill:    Steven Block, Southern Utah Wilderness Alliance
                Gordon Swenson, citizen

Representative Urquhart declared a conflict of interest.


MOTION:    Rep. Urquhart moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Butters moved to pass the bill out favorably with the following amendment:

1.    Page 6, Line 156:    After "law" insert ","

2.    Page 7, Line 187:    Delete "direct" and insert "servient estate or dominant estate"

3.    Page 7, Line 196:    Delete "the owner of the servient estate" and insert "a person with a servient estate or dominate estate claim to the right-or-way"

The motion to amend the bill and pass it out favorably as amended passed with Rep. Biskupski voting in opposition to the motion.

H.B. 295    State Lands Amendments (M. Noel)

Rep. Noel introduced H.B. 295 and explained it to the committee.

Spoke in favor of the bill:    Kevin Carter, Trust Lands Administration

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously.


S.B. 142    Agricultural Cooperatives Amendments (L. Blackham)

Rep. Styler introduced S.B. 142 and explained it to the committee. He was assisted by Steven Johnson, Norbest, Inc.

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously with Rep. Urquhart absent for the vote.

MOTION:    Rep. Buttars moved to adjourn. The motion passed unanimously with Rep. Urquhart absent for the vote.

The meeting was adjourned at 5:25 p.m.
