Rep. Buttars called the meeting to order at 5:10 p.m.

MOTION:    Rep. Dayton moved to approve the minutes of the February 25, 2003 meeting. The motion passed unanimously.


3rd Sub. S.B. 154    Public Education Amendments (T. Hatch)

MOTION:    Rep. Urquhart moved to delete in title and body 3rd Substitute S.B. 154 and replace it with 4th Substitute S.B. 154.

SUBSTITUTE
MOTION:    Rep. Styler moved to delete in title and body 3rd Substitute S.B. 154 and replace it with 4th Substitute S.B. 154 and amend 4th Substitute S.B. 154 as follows:



1.    Page 2, Line 26:    Delete " This act provides for nonrefundable tax credits for"

2.    Page 2, Lines 27-35:    Delete lines 27 through 35

3.    Page 2, Line 36:    Delete " to enforce certain private school requirements."

4.    Page 2, Line 54:    Delete line 54

5.    Page 3, Line 71:    Delete line 71

6.    Page 3, Lines 78-82:    Delete lines 78 through 82

7.    Pages 3-4, Lines 85-104:    Delete lines 85 through 104

8.    Pages 29-38, Lines 881-1163:    Delete lines 881 through 1163

        Renumber remaining sections accordingly.


The substitute motion failed with Rep. Anderson, Rep. Biskupski, Rep. Cox, Rep. Gowans,
Rep. Styler, and Rep. Ure voting in favor of the motion.

The original motion to adopt the 4th Substitute passed with Rep. Anderson, Rep. Biskupski,
Rep. Cox, Rep. Gowans, Rep. Styler, and Rep. Ure voting in opposition to the motion.

Sen. Hatch introduced 4th Substitute S.B. 154 and explained it to the committee. He was assisted by Frasier Bullock, Chairman of the Education Employers Coalition, and Kathy Coleman, a parent.

MOTION:    Rep. Dayton moved to amend the bill as follows:

1.     Page 40, Line 1229:    After (1) insert “It is recommended that

2.     Page 40, Line 1230:    After “Education,” delete “shall

The motion to amend the bill failed with Rep. Barrus, Rep. Dayton, Rep. Donnelson,
Rep. Johnson, Rep. Noel, and Rep. Ure voting in favor of the motion.

MOTION:    Rep. Urquhart moved to pass 4th Substitute S.B. 154 out favorably. The motion passed with Rep. Anderson, Rep. Biskupski, Rep. Cox, Rep. Gowans, Rep. Styler, and Rep. Ure voting in opposition to the motion.


MOTION:    Rep. Biskupski moved to adjourn. The motion passed unanimously.

The meeting was adjourned at 7:40 p.m.
