Chair Holdaway called the meeting to order at 3:36 p.m.
H.B. 51 Historic Preservation in General Plans (R. Becker)
Rep. Becker introduced the bill.
Curt Huffaker, Utah Heritage Foundation, spoke for the bill.
Rep. Dee declared a conflict of interest.
Motion: Rep. Hogue moved that the committee report a favorable recommendation on H.B. 51. The motion passed unanimously with a vote of 10-0-0.
H.B. 64 Public Water Systems Amendments (R. Barrus)
Rep. Barrus introduced the bill.
A handout was distributed.
Thomas Hardy, City Manager of Bountiful, spoke against the bill.
Rosemary Minervini, grassroots citizen from Utah County, spoke for the bill.
David Irvine, attorney, spoke against the bill.
Lloyd Selleneit, citizen, spoke for the bill.
Lewis Garrett, director for Davis County Health Dept., spoke against the bill.
Motion: Rep. Hardy moved that the committee adopt the following amendment:
1. Page 2, Line 40: After line 40 Insert:
"(5) (a) In an election held pursuant to Subsections (1)(b)(i), (ii), or (iii), where a majority of the voters approve the addition of fluorine to the public water supplies, no election to consider removing fluorine from the public water supplies shall be held for a period of five years from the date of approval by the majority of voters.
(b) The election to consider removal shall occur in an even-numbered year."
Substitute Motion: Rep. Hogue moved that the committee adopt the following amendment:
1. Page 2, Line 40: After line 40 insert:
"(5) (a) In an election held pursuant to Subsections (1)(b)(i), (ii), or (iii), where a majority of the voters approve the addition or removal of fluorine to the public water supplies, no election to consider removing or adding fluorine from the public water supplies shall be held for a period of five years from the date of approval by the majority of voters.
(b) The election to consider removal or addition shall occur in an even-numbered year."
The substitute motion passed with a vote of 8-2-0, with Reps. Becker, Bourdeaux, Buxton, Dee, Hardy, Hogue, Holdaway and Murray voting yes, and Reps. Barrus and Duckworth voting no.
Motion: Rep. Hogue moved that the committee report a favorable recommendation on H.B. 64 as amended. The motion passed with a vote of 9-1-0, with Reps. Becker, Bourdeaux, Buxton, Dee, Duckworth, Hardy, Hogue, Holdaway and Murray voting yes, and Reps. Barrus voting no.
H.B. 79 Regulation of Amateur Radio Antennas (N. Hendrickson)
Rep. Hendrickson introduced the bill.
Rep. Barrus declared a conflict of interest.
John Hansen, realtor from Orem and amateur ham operator, spoke in favor of the bill.

Lincoln Shurtz, Utah League Cities and Towns, spoke against the bill.
Motion: Rep. Duckworth moved that the committee report a favorable recommendation on H.B. 79.
Substitute Motion: Rep. Becker moved that the committee hold the bill.
The substitute motion failed with a vote of 5-5-0, with Reps. Becker, Dee, Hardy, Hogue and Murray voting yes, and Reps. Barrus, Bourdeaux, Buxton, Duckworth and Holdaway voting no.
The original motion failed with a vote of 3-7-0, with Reps. Barrus, Duckworth and Holdaway voting yes, and Reps. Becker, Bourdeaux, Dee, Duckworth, Hardy, Hogue and Murray voting no.
Motion: Rep. Hogue moved to adjourn. The motion passed and the meeting adjourned at 5:10 p.m.
