Vice Chair Barrus called the meeting to order at 3:14 p.m.
Motion: Rep. Dee moved that the committee adopt the minutes of February 4, 2003. The motion passed unanimously with a vote of 9-0-1, with Rep. Hardy absent for the vote.
H.B. 237 Radioactive Waste - Prohibition of B and C Waste (K. Holdaway)
Rep. Holdaway introduced the bill.
Motion: Rep. Hogue moved that public testimony regarding H.B. 237 be limited to 3 minutes for each speaker. The motion passed unanimously with a vote of 9-0-1, with Rep. Hardy absent for the vote.

Substitute Motion: Rep. Hogue moved to adjourn. The substitute motion failed with a vote
of 2-8-0, with Reps. Duckworth and Hogue voting yes, and Reps. Barrus, Becker, Bourdeaux, Buxton, Dee, Hardy, Holdaway and Murray voting no.
Rep. Becker withdrew his motion in order to allow comments from Bill Sinclair.

Motion: Rep. Dee moved to adopt the following amendments:
1. Page 1, Lines 19 and 20: Delete lines 19 and 20
2. Page 4, Line 98: Delete ", subject to the prohibition regarding B and C
3. Page 4, Line 99: Delete line 99
4. Page 4, Line 118: After "facility" insert "or modify an existing like facility"
The motion failed with a vote of 2-7-1, with Reps. Buxton and Dee voting yes, Reps. Barrus,
Becker, Bourdeaux, Duckworth, Hardy, Holdaway and Murray voting no, and Rep. Hogue absent for the vote.
Motion: Rep. Becker moved that the committee report a favorable recommendation on H.B. 237. The motion passed with a vote of 7-2-1, with Reps. Barrus, Becker, Bourdeaux, Duckworth, Hardy, Holdaway and Murray voting yes, Reps. Buxton and Dee voting no, and Rep. Hogue absent for the vote.
S.B. 97 County Annexation Amendments (C. Walker)
S.B. 97 was not considered.
Motion: Rep. Holdaway moved to adjourn. The motion passed unanimously and the meeting the adjourned at 5:13 p.m.
