Chair Holdaway called the meeting to order at 8:07 a.m.
Motion: Rep. Dee moved that the committee adopt the minutes of February 6, 2003. The motion passed unanimously with a vote of 6-0-4, with Reps. Becker, Bourdeaux, Hogue and Murray absent for the vote.
S.B. 97 County Annexation Amendments (C. Walker)
Senator Walker introduced the bill.
Motion: Rep. Duckworth moved to adopt the following amendments:
1. Page 5, Line 147: Delete "abstract" and insert "abstracts" ;
after "a majority" insert "in each county", and
after "those voting" bracket "in each county"
The motion to amend passed with a vote of 6-0-4, with Reps. Becker, Bourdeaux, Hogue and Murray absent for the vote.
Brent Gardner, Utah Association of Counties, spoke for the bill.
Motion: Rep. Hardy moved that the committee report a favorable recommendation on S.B. 97 as amended. The motion passed unanimously with a vote of 7-0-3, with Reps. Becker, Bourdeaux and Hogue absent for the vote.
H.B. 158 Incorporation of Cities (B. Dee)
Rep. Dee introduced the bill.
Motion: Rep. Barrus moved that the committee report a favorable recommendation on H.B. 158. The motion passed unanimously with a vote of 9-0-1, with Rep. Bourdeaux absent for the vote.
Motion: Rep. Dee moved that H.B. 158 be placed on the Consent Calendar. The motion failed with a vote of 8-1-1, with Rep. Duckworth voting no, and Rep. Bourdeaux absent for the vote.
Motion: Rep. Becker moved to adjourn. The motion passed unanimously and the meeting adjourned at 8:25 a.m.
