Vice Chair Barrus called the meeting to order at 8:04 a.m.
Motion: Rep. Hardy moved to adopt the minutes of February 11, 2003. The motion passed unanimously with a vote of 6-0-4, with Reps. Becker, Duckworth, Hogue and Murray absent for the vote.
H.B. 244 Municipal Government Amendments (W. Harper)
Rep. Harper introduced the bill.
Motion: Rep. Dee moved that the committee report a favorable recommendation on H.B. 244. The motion passed unanimously with a vote of 10-0-0.
H.B. 302 Privatization Policy Board Amendments (R. Bigelow)
Rep. Bigelow introduced the bill.
Motion: Rep. Holdaway moved to adopt the following amendments:
1. Page 2, Line 55: After "board" bracket "if:" and insert "."
2. Pages 2-3, Lines 58-61: Bracket and delete lines 58 through 61
The motion to amend passed unanimously with a vote of 10-0-0.

The motion to hold H.B. 302 passed with a vote of 9-1-0, with Rep. Buxton voting no.
H.B. 54 Special Districts and Local Districts - Acquisition of Real Property (G. Hughes)
Motion: Rep. Hogue moved that H.B. 54 be deleted in title and body and be replaced with 1st Substitute H.B. 54. The motion passed unanimously with a vote of 10-0-0.
