Vice Chair Barrus called the meeting to order at 8:02 a.m.
Motion: Rep. Hogue moved to adopt the minutes of February 14, 2003. The motion passed with a vote of 6-0-4, with Reps. Becker, Bourdeaux, Duckworth and Murray absent for the vote.
1st Sub. S.B. 74 Amendments to Interlocal Cooperation Act (D. Gladwell)
Sen. Gladwell introduced the bill.
A handout was distributed.
Sen. Gladwell introduced Gary McKean, Deputy Davis County Attorney, as a supporter of the bill.
Motion: Rep. Dee moved that the committee report a favorable recommendation on 1st Substitute S.B. 74. The motion passed with a vote of 8-0-2, with Reps. Bourdeaux and Duckworth absent for the vote.
Motion: Rep. Hogue moved that 1st Substitute S.B. 74 be placed on the Consent Calender. The motion failed with a vote of 7-1-2, with Rep. Holdaway voting no, and Reps. Bourdeaux and Duckworth absent for the vote.
H.B. 272 Redevelopment Agencies - Tax Increment Amendments (G. Curtis)
Rep. Curtis introduced the bill.
Patrick Casaday, Deputy Mayor of Sandy City, further explained the bill.
Steve Proper, AT&T Broadband, spoke for the bill.
Motion: Rep. Hogue moved that the committee report a favorable recommendation on H.B. 272.
Substitute Motion: Rep. Becker moved to adopt the following amendments:

The substitute motion to amend passed with a vote of 10-0-0.
Motion: Rep. Hogue moved that the committee report a favorable recommendation on H.B. 272, as amended. The motion passed with a vote of 10-0-0.
Motion: Rep. Holdaway moved to adjourn. The motion passed unanimously and the meeting adjourned at 8:36 a.m.
