Representative Donnelson called the meeting to order at 8:07 a.m. and called for a motion to approve the minutes of February 3, 2003.
MOTION: Representative Becker moved to approve the minutes of February 3, 2003. The motion passed unanimously with Representatives Allen, McCartney, Noel, Styler, and Urquhart absent for the vote.
S.B. 21 Amendments to the Interlocal Cooperation Act (L. Blackham)
Senator Blackham introduced the bill and explained its intent. Assisting Senator Blackham in addressing questions from the committee were Reed Searle, Intermountain Power Agency, Cliff Michaelis, General Manager, Bountiful City Lights and Power. Senator Blackham requested that Representative Styler (House Sponsor) be allowed to address additional comments from the committee in his absence. Senator Blackham left at 8:50 a.m. to introduce a bill in another committee.
MOTION: Representative Bennion moved to amend:
1. Page 1, Line 11, Senate Committee Amendments 1-23-03:
After agreement. insert Portions of this act have retrospective operation to January 1, 2003.
2. Page 11, Line 313: After line 313 insert:
Section 6. Retrospective operation.
The amendments in this act to Sections 11-13-302, 11-13-310, and 11-13-311 have retrospective operation to January 1, 2003.
The motion passed unanimously.
Speaking against the bill was Nina Dougherty, Sierra Club (see handouts on file). Speaking to the bill was Palmer Depaulis, Utah Tax Commission.
MOTION: Representative Bennion moved to pass the bill out favorably as amended. The motion passed 9-1-2, with Representative Becker voting against the motion.
MOTION: Representative Allen moved to adjourn. The motion passed unanimously, the meeting adjourned at 9:28 a.m.
