    Representative Urquhart called the meeting to order at 4:50 p.m. and called for a motion to approved the minutes of February 13 and February 17, 2003.

MOTION:    Representative McCartney moved to approve the minutes of February 13 and February 17, 2003. The motion passed unanimously with Representatives Allen, Noel, Snow, and Ure absent for the vote.

H.B. 125    Legislative Approval of State or Regional Haze Implementation Plan (C. Bennion)

MOTION:    Representative Bennion moved to delete H.B. 125 and replace it with 1st substitute H.B. 125. The motion passed unanimously with Representatives Allen, Noel, Snow, and Ure absent for the vote.

    The sponsor introduced the substitute bill and explained its intent to the committee.

MOTION:    Representative Bennion moved to pass the bill out favorably.

SUBSTITUTE
MOTION:
    Representative Allen moved to go to the next item on the agenda. The motion passed 7-1-4, with Representative Bennion voting against the motion, and Representative Noel absent for the vote.

H.B. 273    Utility Costs to Homeowner     (S. Mascaro)

    The sponsor introduced the bill and explained its intent.

    Christ Tyler, Utah Association of Realtors, spoke to the bill and answered questions from the committee.

MOTION:    Representative Allen moved to pass the bill out favorably. The motion passed unanimously with Representatives Becker, Bennion, Noel, and Ure absent for the vote.

MOTION:    Representative McCartney moved to adjourn. The motion passed unanimously with Representatives Becker, Bennion, Noel, and Ure absent for the vote. The meeting adjourned at 5:47 p.m.
