Representative Urquhart called the meeting to order at 8:10 a.m. and called for a motion to approve the minutes of February 19 and 24, 2003.
MOTION: Representative Becker moved to approve the minutes of February 19 and 24, 2003 with the following amendment:
February 24, 2003, H.B. 89, correct the vote on the amendments to reflect a negative vote for Representative Becker.
The motion passed unanimously.

Returning to the original motion to move to the next item on the agenda. The motion passed unanimously.

The sponsor introduced the bill to the committee, and requested a committee member move Amendment #6, dated February 25, 2003.
MOTION: Representative Becker moved to amend:

2. Page 2, Line 33: At the end of Line 33 insert (b) Email address does not include an Internet Protocol address
3. Page 4, Lines 110-111: After "sexually explicit email" delete ", as the case may be, either directly or through a subsidiary or affiliate"
4. Page 5, Line 146: After "a list of" delete "consumers" and insert "recipients"
