Chair Harper called the meeting to order at 3:10 p.m.

MOTION:    Rep. Buffmire moved to approve the minutes of February 4, 2003. The motion passed unanimously with Rep. Anderson, Rep. Allen and Rep. Lawrence absent for
the vote.

H.B.116    Property Tax - Calculation of Certified Tax Rate (A. Hardy)

        Rep. Hardy introduced the bill and explained it to the committee.

        The following people spoke in favor of the bill:
        
        Roger Tew, Utah League of Cities and Towns
        Gary Herbert, President, Utah Association of Counties
        Commissioner Dan McConkie, Davis County, President, County Commission Council
        Mark Alton, David County Treasurer


Rep. Seitz moved to pass the bill out favorably. The motion passed unanimously with Rep. Allen, Rep. Anderson and Rep. Lawrence absent for the vote.

H.B.193    Historic Building Rehabilitation Tax Credits (C. Bennion)

Rep. Bennion introduced the bill and explained it to the committee.

Kirk Huffaker, Utah Heritage Foundation answered clarifying questions of the committee.

MOTION:    Rep. Clark moved to pass the bill out favorably as amended. The motion failed with Rep. Clark, Rep. Lawrence, Rep. Peterson, and Rep. Harper voting in favor and Rep. Snow absent for the vote.

MOTION:    Rep. Seitz moved to adjourn the meeting. The motion passed unanimously with Rep. Snow absent for the vote.

Chair Harper adjourned the meeting at 3:10 p.m.
