Rep. Harper called the meeting to order at 8:20 a.m.

MOTION:     Rep. Lawrence moved to approve the minutes of February 13, 2003. The motion passed with Rep. Allen and Rep. Clark absent for the vote.

Chair Harper relinquished the chair to Rep. Snow


H.B.142    Manufactured Home and Mobile Home Amendments (W. Harper)

MOTION:      Rep. Harper moved to amend the bill as follows:

1.    Page 4, Line 96:    Delete "that section" and add "Section 59-2-309"
2.    Page 7, Line 186:    After "are" delete "not"
3.    Page 8, Line 236:    Delete "commission" and add "State Tax Commission"
4.    Page 8, Line 238:    Delete "commission" and add "State Tax Commission"


5.    Page 8, Line 240:    Delete "division" and add "Motor Vehicle Division of the State Tax Commission"
6.    Page 8, Line 241:    Delete "commission" and add "State Tax Commission"
7.    Page 9, Line 257:    Delete "commission" and add "State Tax Commission"

        The Motion passed unanimously with Rep. Clark absent for the vote.

Mr. Dale Zabrinsky, Utah Manufacturer's Housing Association, spoke in favor of the bill.


MOTION:    Rep. Seitz moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Clark absent for the vote.

H.B.260    2002 Highway General Obligation Bond Amendments (W. Harper)

Rep. Harper introduced the bill and explained it to the committee.

Mr. Carlos Braceras, Utah Department of Transportation, spoke to the bill.

MOTION:      Rep. Allen moved to pass the bill out favorably. The motion passed with Rep. Clark absent for the vote.

MOTION:     Rep. Allen moved to place H.B. 260 on the consent calendar. The motion passed unanimously with Rep. Clark absent for the vote.

Rep. Snow relinquished the chair to Rep. Harper.


H.B 151    Sales and Use Tax Amendments (D. Litvack)

Rep. Litvack introduced the bill and explained it to the committee.

MOTION:     Rep. Daniels moved to amend the bill as follows:

1.    Page 3, Line 60:    After "was" delete "$71,250" and insert "$190,000"

2.    Page 3, Line 66:    After "than" delete "$71,250" and insert "$190,000"

3.    Page 3, Line 76:    After "commission" delete "for"

4.    Page 3, Line 77:    After "(A)" insert "for"
        
        The motion passed unanimously with Rep. Clark absent for the vote.

Rep. Ferrin introduced the bill and explained it to the committee.

MOTION:    Rep. Clark moved to adjourn the meeting. The motion passed with Rep. Peterson and Rep. Harper voting in opposition.
