Chair Murray called the meeting to order at 3:42 p.m.
MOTION: Representative Dunnigan moved to approve the minutes of the January 22, 2003 committee meeting. The motion passed unanimously with Representative King, Representative Lockhart, and Representative McCartney absent for the vote.
Chair Murray relinquished the chair to Vice Chair Winn.
H.B. 32 Vehicle Impound Fee for Driving Under the Influence Cases (J. Murray)
Representative Murray explained the bill to the committee.
Ralph Anderson spoke in opposition to the bill.
Palmer DePaulis, Utah State Tax Commission, spoke in support of the bill.
MOTION: Representative Morgan moved to pass the bill out favorably. The motion passed unanimously.
Chair Murray resumed the chair.
H.B. 13 Transportation Corridor Preservation Amendments (M. Dillree)
Representative Dillree presented the bill to the committee with proposed amendments.
MOTION: Representative King moved to amend the bill as follows:
1. Page 4, Line 96: Delete "or the grantor's heirs"
2. Page 4, Line 98: Delete "or the grantor's heirs"
3. Page 4, Line 99: Delete "or the grantor's heirs"
The motion passed unanimously with Representative Clark absent for the vote.
Representative Dillree explained the bill to the committee with the assistance of Linda Toy-Hull, Director - Legislative Government Affairs, and Lyle McMillan, Chief - Right of Way.
MOTION: Representative Bush moved to pass the bill out favorably as amended. The motion passed unanimously with Representative King absent for the vote.
H.B. 59 Off-highway Vehicle Program Funding (B. Goodfellow)
Representative Goodfellow explained the bill to the committee with the assistance of Steve Roberts, Department of Natural Resources - State Parks and Recreation.
Carlos Braceras, Deputy Director - Utah Department of Transportation, commented on the bill.
Wayne Jones, Executive Director - Utah Power Sports Dealers Association, spoke in support of the bill.
Curtis C. Kennedy, Director of Public Lands - Utah Snowmobilers Association, spoke in support of the bill and distributed a handout.
Camille Cain, Weber County Commissioner, and Rich Thorn, President - Associated General Contractors, spoke in opposition to the bill.
MOTION: Representative McCartney moved to pass the bill out favorably.
SUBSTITUTE MOTION: Representative Kiser moved to amend the bill as follows:
1. Page 1, Line 5: Delete " eliminating the $850,000" and insert "increasing the"
2. Page 1, Line 6: After " Account" insert " from $850,000 to $1,200,000"
3. Page 3, Line 62: Reinstate "an amount equal to the lesser of the following: (i)"
4. Page 3, Line 63: Reinstate "; or (ii)" and insert "$1,200,000"
The motion failed with Representative Bird, Representative Bush, Representative Clark, Representative Dunnigan, Representative Murray, and Representative Winn voting no.
MOTION: Representative Dougall moved that the committee move on to the next item on the agenda. The motion passed with Representative Kiser, Representative Lockhart, Representative McCartney, and Representative Morgan voting no.
H.B. 68 Safety Inspection Requirement for Salvage Vehicles (G. Curtis)
Representative Curtis explained the bill to the committee.
Lynn Solarszyk, Utah State Tax Commission, answered questions of committee members regarding
the bill.
Chris Purcell, State Farm Insurance, and Greg Lundell, Safety Inspection Project Manager - Utah Highway Patrol, spoke in support of the bill.
MOTION: Representative King moved to pass the bill out favorably. The motion passed
unanimously.
H.B. 197 License Plate for Boys and Girls Clubs (C. Bennion)
Representative Bennion presented the bill to the committee and proposed amendments.
MOTION: Representative Bush moved to amend the bill as follows:
1. Page 1, Line 27: After "America" insert "license plates"
The motion passed unanimously.
Representative Bennion explained the bill to the committee.

MOTION: Representative McCartney moved to pass the bill out favorably as amended. The motion passed unanimously.
MOTION: Representative Morgan moved to adjourn the meeting. The motion passed unanimously.
