Chair Murray called the meeting to order at 8:36 a.m.

MOTION:    Representative Kiser moved to approve the minutes of the February 18, 2003 committee meeting. The motion passed unanimously.

H.B. 138    Street-legal All-terrain Vehicle Provisions (G. Curtis)

Representative Curtis explained the bill to the committee and distributed a handout.

James A. Lehman and Wayne Jones, Executive Director - Utah Powersport Dealers Association, answered questions of the committee and spoke in support of the bill.

Derek Frandsen spoke in opposition to the bill.

Mike Sonntag, Bear River Insurance Company, expressed concerns with the bill.

Fred Hayes, State Parks and Recreation - Utah Department of Natural Resources, and Bart Blackstock, Deputy Director - Driver License Division, Department of Public Safety, spoke to the bill.

MOTION:    Representative Clark moved that the committee hold the bill with a recommendation that it be referred for interim study. The motion passed unanimously.

H.B. 330    Veterans Group License Plate Revisions, sponsored by Representative Mascaro, was
not considered in today's meeting.

MOTION:    Representative Bush moved that the meeting be adjourned. The motion passed unanimously.

Chair Murray adjourned the meeting at 9:15 a.m.
