Chair Cox called the meeting to order at 3:40 p.m.


MOTION:         Rep. Wallace moved to approve the minutes of the January 28, 2003 committee meeting. The motion passed unanimously, with Rep. Hughes, Rep. Goodfellow, and Rep. Morgan absent for the vote.

H.B. 171    Pamela Atkinson Homeless Trust Account (M. Stephens)

Rep. Stevens introduced the bill and noted that a letter from the Presiding Bishopric of the Church of Jesus Christ of Latter Day Saints commending Pamela Atkinson would be on file.

MOTION:        Rep. Wallace moved to pass the bill out favorably. The motion passed      unanimously, with Rep. Hughes, Rep. Goodfellow, and Rep. Morgan absent for     the vote.

H.J.R. 10    Resolution Encouraging Sharing Exhibits with History Museum (D. Clark)

Rep. Clark introduced the resolution with assistance of:

    Scott Anderson, Zions Bank, and board member of The Museum of Utah Arts and History
    Ron Fox, board member of The Museum of Utah Art and History
    John Nielsen, Citizen Chair, Utah Arts Council

MOTION:        Rep. Mascaro moved to pass the resolution out favorably. The motion passed      unanimously, with Rep. Goodfellow and Rep. Morgan absent for the vote.
        

H.B. 31    Workforce Services Overpayment Amendments (J. Alexander)


MOTION:        Rep. Alexander moved to delete in title and body H.B. 31 and replace it with 1st      Substitute H.B. 31. The motion passed unanimously, with Rep. Goodfellow and      Rep. Morgan absent for the vote.

Rep. Alexander introduced the bill with the assistance of:

S.B. 15    Workforce Services Amendments (S. Jenkins)

Sen. Jenkins introduced the bill.

MOTION:        Rep. Alexander moved to pass the bill out favorably. The motion passed

unanimously, with Rep. Morgan absent for the vote.

S.B. 82    Authorized Overspending Limit in Federal Medicaid Budget (B. Evans)

Sen. Evans introduced the bill with the assistance of Rod Betit, Executive Director, Department of Health.

Spoke to the bill:    John Reidhead, State Office of Finance

MOTION:        Rep. Goodfellow moved to pass the bill out favorably.

SUBSTITUTE
MOTION:        Rep. Alexander moved to hold the bill in committee. The motion passed with Rep. Cox voting in opposition.

MOTION:        Rep. Love moved to adjourn the meeting. The motion passed unanimously.

Chair Cox adjourned the meeting at 4:40 p.m.
