Chair Cox called the meeting to order at 9: 05 a.m.

MOTION:        Rep. Wallace moved to approve the minutes of the February 6, 2003 meeting. The motion passed unanimously, with Rep. Alexander, Rep. Hughes, Rep. Mascaro, and Rep. Morgan absent for the vote.

S.B. 82    Authorized Overspending Limit in Federal Medicaid Budget (B. Evans)

Sen. Evans explained the bill with the assistance of Rod Betit, Executive Director, Department of Health.

MOTION:        Rep. Shurtliff moved to amend the bill as follows:

1.    Page 1, Lines 19-21b
    Senate 3rd Reading
    Amendments dated 1-24-2003:    After "(2)" delete the rest of line 19 and lines 20-21b and insert:
        "If any deficit spending under Subsection (1) exists at the close of the fiscal year, the Director of the Division of Finance shall immediately reduce the medical benefits budget in the subsequent year by the amount of the deficit spending."

        The motion to amend passed, with Rep. Alexander voting in opposition.

MOTION:        Rep. Love moved to amend the bill as follows:

MOTION:        Rep. Goodfellow moved to pass the bill out favorably. The motion passed with Rep. Alexander, Rep. Hughes, Rep. Love, and Rep. Mascaro voting in opposition.

H.B. 232    Utah College of Applied Technology Amendments (R. Bigelow)

Rep. Bigelow explained the bill.

MOTION:     Rep. Mascaro moved to delete in title and body H.B. 232 and replace it with 1st Sub. H.B. 232. The motion passed unanimously.

MOTION:    Rep. Shurtliff moved to amend the bill as follows:

1.    Page 12, Line 344:    After "information" insert "obtained from the State Board of Education and college campuses"

        The motion to amend passed unanimously.
