Committee Chair Hellewell called the meeting to order at 3:30 p.m.

1.     S.B. 78 Repeal of Trading Stamps Regulation (S. Jenkins)

    
Senator Jenkins explained the bill.

     MOTION: Sen. Waddoups made a motion to pass the bill out favorably.

    The motion passed unanimously with Sen. Hatch and Sen. Davis absent for the vote.

2.     S.B. 83 Occupational and Professional Licensing Modifications (L. Hillyard)
    
    Sen. Hillyard explained the bill.

    Ray Walker, Attorney, Division of Occupational and Professional Licensing, spoke to the bill.

     MOTION: Sen. Eastman made a motion to pass the bill out favorably.

    The motion passed unanimously with Sen. Hatch and Sen. Davis absent for the vote.

3.     S.B. 88 Security Personnel Licensing Act Amendments (D. Eastman)

    
Sen. Eastman explained the bill.



    
    Robert Anderton, Chairman, Contract Security Association, spoke to the bill.
    Jim Olsen, Executive Vice President, Utah Retail Merchants, spoke to the bill.

    MOTION: Sen. Walker made a motion to pass the bill out favorably.

    The motion passed unanimously with Sen. Davis absent for the vote.

4.     S.B. 92 Land Surveyor Amendments (H. Stephenson)

    Sen. Stephenson presented the bill and handouts were distributed.

    Sen. Stephenson proposed the following amendments:

     1. Page 1, Line 20:    After "(d)" reinstate "(i)"

2. Page 1, Line 22:    After "board;" reinstate "or"

3. Page 1, Lines 23-25    Reinstate lines 23-25
        
     MOTION: Sen. Walker made a motion to adopt the amendments.

    The motion passed unanimously with Sen. Davis absent for the vote.

    Robert Knox, Chair, Utah State Engineer's Surveyor's Licensing Board, answered questions about the bill.

     Sen. Hatch proposed the following amendments:

     1. Page 2, Line 45:    After "(3)" delete "(a)"

2. Page 2, Line 46:    Reinstate "(a)" and delete "(i)"

3. Page 2, Line 47:    Reinstate "(b)" and delete "(ii)"

4. Page 2, Line 48:    Reinstate "(c)" and delete "(iii)"

5. Page 2, Line 49:    Reinstate "(d)" and delete "(iv)(A)" and insert "(i)"

6. Page 2, Line 54:    Delete "(B)" and insert "(ii)"



7. Page 3, Line 60:    Delete "(v)" and insert "(e)"

8. Page 3, Line 62:    Delete "(vi)" and insert "(f)"

9. Page 3, Lines 64 - 72:    Delete lines 64 through 72

     MOTION: Sen. Hatch made a motion to adopt the amendments.

    The motion passed unanimously.

    Leonard Barney, State Chair, Utah Counsel of Land Surveyors, spoke in support of the bill.

     MOTION: Sen. Davis made a motion to pass the bill out favorably as amended.

    The motion passed unanimously with Sen. Bramble absent for the vote.

5.     S.B. 94 Certified Public Accountant Licensing Act Amendments (J. Valentine)

    Sen. Valentine presented the bill.

    Marty Van Wagoner, President, Utah Association of Certified Public Accountants, spoke in support of the bill.
    
     MOTION: Sen. Walker made a motion to pass the bill out favorably.

    The motion passed unanimously with Sen. Bramble absent for the vote.

    MOTION: Sen. Davis made a motion to adjourn.

    The motion passed unanimously with Sen. Bramble absent for the vote.

    Chair Hellewell adjourned the meeting at 5:00 p.m.
