Committee Chair Hellewell called the meeting to order at 3:25 p.m.

     MOTION: Sen. Bramble moved to approve the minutes of February 4, 2003.

    The motion passed unanimously with Sens. Eastman, Waddoups and Mayne absent for the vote.
        
1.     1st Sub. H.B. 12 Utah Optometry Practice Act Amendments (K. Bryson)

    Rep. Bryson explained the bill.


    Jay J. Magure, Legislative Director, 1-800-Contacts, spoke in support of the bill.
    
    Lynn Purcell, Optometrist; Dr. Roland K. Monson, citizen; and Bill Harrison, Pres. Elect, Utah Optometric Association, spoke in opposition to the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

     The motion passed unanimously.

2.     H.B. 16 Equal Employment Opportunity - Technical Changes (E. Anderson)

    Rep. Anderson explained the bill assisted by Jean Mills-Barber, Department Human Resource Management.



     MOTION: Sen. Davis moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Waddoups absent for the vote.
    
     MOTION: Sen. Bramble moved to place the bill on the consent calendar.

    The motion passed unanimously with Sen. Waddoups absent for the vote.

3.     H.B. 79 Regulation of Amateur Radio Antennas (N. Hendrickson)

    
Rep. Hendrickson explained the bill.

    John Hanson, Utah Amateur Radio Club, spoke in support of the bill.

     MOTION: Sen. Davis moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Bramble and Eastman absent for the vote.

4.     H.B. 174 Unemployment Insurance Fraud Amendments (T. McCartney)

    
Sen. Davis explained the bill.

    Sen. Walker assisted by Tani Downing, Department of Workforce Services, proposed the following amendment:

    1. Page 12, Line 368
     House Floor Amendments
     dated 1-28-03:     Reinstate line 368

     MOTION: Sen. Walker moved to adopt the amendment.

    The motion passed with Sens. Bramble, Walker, Davis, Mayne and Hellewell voting in favor of the amendments, Sen. Waddoups voting in opposition, and Sen. Eastman absent for the vote.
        
     MOTION: Sen. Walker moved to pass the bill out favorably, as amended.

    The motion passed unanimously with Sen. Davis absent for the vote.



5.     H.B. 203 Residential Mortgage Regulatory Commission (G. Snow)

     Sen. Mayne proposed the following amendment:

    1. Page 1, Line 22:    After "loans" insert "and are currently registered as a mortgage lender with the division"

     MOTION: Sen. Mayne moved to adopt the amendment.

    The motion passed unanimously with Sen. Davis absent for the vote.

     MOTION: Sen. Bramble moved to pass the bill out favorably, as amended.

    The motion passed unanimously.

6.     S.B. 66 Alcoholic Beverage Enforcement and Treatment (M. Waddoups)

    Sen. Waddoups explained the bill and handouts were distributed.

    Lynn Solarczyk, Tax Commission, answered questions from the committee.

    Krista Dunn, Murray City Council/Salt Lake City Police; Lincoln Shurtz, Lobbyist, League
    of Cities & Towns; and Jaymie Brown, Mothers Against Drunk Drivers, spoke in support of the bill.

    Jim Olsen, President, Utah Food Industry; Mike Sonntag, Utah Beer Wholesalers; and William E. Christoffersen, President, Utah Beer Wholesalers Association, spoke in opposition to the bill.

     MOTION: Sen. Davis moved to adjourn.

    The motion passed unanimously with Sens. Bramble and Hatch absent for the vote.

    Committee Chair Hellewell adjourned the meeting at 5:00 p.m.
