Committee Chair Wright called the meeting to order at 8:06 a.m.

     MOTION: Sen. Arent moved to approve the minutes of February 13, 2003. The motion passed unanimously, with Sen. Gladwell and Sen. Valentine absent for the vote.


1.     S.B. 154 Public Education Amendments (T. Hatch)

     MOTION: Sen. Buttars moved to adopt First Substitute S.B. 154. The motion passed unanimously with Sen. Gladwell absent for the vote.

    Sen. Hatch reviewed the provisions of the bill which modifies public education programs and the selection of State School Board members. Mr. John Bennion, Employer's Education Coalition, assisted in the presentation.

     MOTION: Sen. Valentine moved to amend the bill as follows:

    Page 10, Line 291:    Delete "terms" and insert "teams"

    The motion passed unanimously with Sen. Gladwell absent for the vote.

    The following expressed opposition to one or more provisions of the bill:

     MOTION: Sen. Arent moved to hold the bill. The motion failed with Sen. Arent and Sen. Hale voting in favor.

     MOTION: Sen. Valentine moved to pass the bill out favorably.

    SUBSTITUTE MOTION: Sen. Buttars moved to adopt Second Substitute S.B. 154.



     MOTION: Sen. Arent moved to adjourn. The motion failed with Sen. Arent and Sen. Hale voting in favor of the motion.

    A vote was taken on Sen. Buttars substitute motion. The motion passed with Sen. Arent, Sen. Hale, and Sen. Steele voting in opposition.

     MOTION: Sen. Buttars moved to pass out favorably Second Substitute S.B. 154 with the following amendments:

    1. Page 11, Line 331:    Delete "terms" and insert "teams"

    2. Page 38, Line 1169:    Delete "Section 53A-17a-149" and insert "Section 53A-17a-150"

    The motion passed with Sen. Arent, Sen. Hale, and Sen. Steele voting in opposition.

     MOTION: Sen. Valentine moved to adjourn. The motion passed unanimously.

    Committee Chair Wright adjourned the meeting at 9:48 a.m.
