Committee Chair Wright called the meeting to order at 9:05 a.m.

     MOTION: Sen. Arent moved to approve the minutes of February 20, 2003. The motion passed unanimously with Sen. Buttars, Sen. Hale, and Sen. Valentine absent for the vote.

     MOTION: Sen. Arent moved to reconsider the committee's action on the minutes of February 19, 2003. The motion passed unanimously with Sen. Buttars, Sen. Hale, and Sen. Valentine absent for the vote.

     MOTION: Sen. Arent moved to amend the minutes to show that Ms. Pamela Atkinson, State Board of Regents, spoke to First Substitute S.B. 154 Public Education Amendments. The motion passed unanimously with Sen. Buttars, Sen. Hale, and Sen. Valentine absent for the vote.

1.     H.B. 69 Appropriation for School District Impacted by Fee Waivers (L. Shurtliff)

    Rep. LaWanna Shurtliff explained the bill appropriates money for distribution to school districts impacted by fee waivers. A handout was distributed. Mr. Larry Leatham, retired principal, assisted in the presentation.



    Mr. Ralph Haws, Utah School Boards Association and Jordan School Board, commented on the bill.

     MOTION: Sen. Arent moved to pass the bill out favorably. The motion failed with Sen. Arent and Sen. Hale voting in favor of the motion.

2.     H.B. 86 Public School Choice Enrollment (C. Moss)    

    Rep. Carol Moss said the bill extends the period for enrolling in a school outside a student's resident school district.

     MOTION: Sen. Stephenson moved to amend the bill as follows:

    House Committee Amendments
    2-7-2003:                Reinstate "February 28" and delete "the second Friday in                                                                                                                          February"

    The motion passed unanimously.

     MOTION: Sen. Arent moved to pass H.B. 86, as amended, out favorably. The motion passed unanimously.

     MOTION: Sen. Valentine moved to adjourn.

    Committee Chair Wright adjourned the meeting at 9:47 a.m.
