Committee Chair Wright called the meeting to order at 4:17 p.m.

     MOTION: Sen. Hale moved to approve the minutes of February 24, 2003. The motion passed unanimously with Sen. Gladwell, Sen. Stephenson and Sen. Valentine absent for the vote.

1.     S.B. 151 Amendments Related to Information Technology (D. Steele)

    Sen. Steele introduced the bill with a slide presentation.

     MOTION: Sen. Steele moved to amend the bill as follows:

    1.    Page 19, Line 582:            Delete "and"

    2.    Page 19, Line 583:            After "Education" insert:
                             "; (d) a political subdivision of the state;
                            (e) an agency of the federal government; or
                            (f) independent entity as defined in Section 63E-1- 102;



    3.    Page 21, Line 630:        Bracket "state's"

    4.    Page 23, Line 698:        delete "two" and insert "three"

    The motion passed unanimously with Sen. Gladwell and Sen. Valentine absent for the vote.

     MOTION: Sen. Arent moved to pass S.B. 151, as amended, out favorably. The motion passed unanimously with Sen. Gladwell and Sen. Valentine absent for the vote.

2.     H.B. 149 School District Administrator Amendments (J. Alexander)

    Rep. Jeff Alexander introduced the bill.

    The following spoke in opposition to the bill:
    Mr. Kirk Wright, Superintendent, Juab School District
    Mr. Brent Thorne, Superintendent, Sevier School District
    Ms. Susan Dayton, President, Utah PTA
    
     MOTION: Sen. Steele moved to amend the bill as follows:

    Page 2, Lines 30-31:         Reinstate "if the district has a student population of at least 15,000" and bracket "15,000" and insert "5,000"

    The motion failed with Sen. Arent, Sen. Hale, and Sen. Steele voting in favor of the motion and Sen. Valentine absent for the vote.

     MOTION: Sen. Stephenson moved to pass the bill out favorably. The motion passed with Sen. Arent, Sen. Hale, and Sen. Steele voting in opposition and Sen. Gladwell absent for the vote.

3.     H.B. 232S1 Utah College of Applied Technology Amendments (R. Bigelow)

    Rep. Ron Bigelow introduced the bill and distributed a handout.

     MOTION: Sen. Hale moved to amend the bill as follows:

    1.    Page 8, Line 223
        House Floor Amendments
        2-21-2003:            Reinstate "direct the Utah College of Applied Technology and"




    2.    Page 16, Line 488
        House Committee Amendments
        2-21-2003:                Delete "campus board of directors" and insert "board of trustees"

    The motion passed unanimously with Sen. Arent, Sen. Gladwell and Sen. Valentine absent for the vote.

     MOTION: Sen. Buttars moved to pass H.B. 232S1 out favorably. The motion passed unanimously with Sen. Arent, Sen. Gladwell and Sen. Valentine absent for the vote.

     MOTION: Sen. Buttars moved to adjourn. The motion passed unanimously with Sen. Arent, Sen. Gladwell and Sen. Valentine absent for the vote.

    Committee Chair Wright adjourned the meeting at 5:14 p.m.
