    Acting Committee Chair Sen. Evans called the meeting to order at 8:20 a.m.

     MOTION: Sen Hickman moved to approve the minutes of January 22, 2003.

     The motion passed unanimously with Sen. Eastman absent for the vote.

1.     S. B. 97 County Annexation Amendments (C. Walker)

    
Sen. Walker explained the bill.

     MOTION: Sen. Arent moved to pass the bill with a favorable recommendation.

     The motion passed unanimously with Sen. Eastman absent for the vote.

    Chair Walker assumed the chair.

2.     S. B. 100 Indian Affairs Amendments (B. Evans)

    
Sen. Evans explained the bill, assisted by John Harja, Governor's Office of Planning and
    Budget.

     MOTION: Sen. Hickman moved to pass the bill with a favorable recommendation.

     The motion passed unanimously.

    Sen. Evans assumed the chair.


3.     H. B. 30 Public Transit Districts Annexation Amendments (D. Cox)

    Sen. Walker explained the bill.

     MOTION: Sen. Hale moved to pass the bill with a favorable recommendation.

     The motion passed unanimously.

    Sen. Walker resumed the chair.

4.     H.C.R. 1 Resolution Urging Reworking of Census Data Collection Procedures
    (M. Stephens)

    Sen. Hickman explained the bill.

     MOTION: Sen Evans moved to pass the bill with a favorable recommendation.

     The motion passed unanimously.

5.     H. B. 25 Extension of Timing for Creating a Local District (D. Hogue)

    Rep. Hogue explained the bill.

    MOTION:
Sen. Hale moved to pass the bill with a favorable recommendation.

     The motion passed unanimously.

6.     S. B. 40 Pay Plan - Salary Survey Amendments (M. Dmitrich)

    
Sen. Dmitrich explained the bill and proposed the following amendments.

     1. Page 1, line 9:    After " effect" delete " January 1, 2004"

                 Insert " July 1, 2003"

    2. Page 2, line 34:    After "effect on" delete "January 1, 2004"

                 Insert "July 1, 2003"

     MOTION: Sen. Hickman moved to adopt the amendments.

     The motion passed unanimously.

    Superintendent Scott Duncan, Sergeant David Rumfeld and Trooper Todd Royce, Utah Highway Patrol; Rex Black, citizen; Jesse Gallegos, Deputy Director, Utah Department


    of Corrections, and Dennis Hammer, Utah Public Employees Association, spoke for the bill.

    MOTION:
Sen. Arent moved to pass the bill with a favorable recommendation.

    The motion passed with Sens. Arent, Eastman, Hale and Walker voting for, and Sens. Evans and Hickman voting against.

     MOTION: Sen. Hale moved to adjourn.

     The motion passed unanimously.

    The meeting adjourned at 9:25 a.m.
