    Chair Walker called the meeting to order at 8:20 a.m.

    Sen. Eastman assumed the chair.

1.     H. J. R. 2 Resolution Requesting State Agencies to Keep Legislators Informed
     (D. Hogue)

    Rep. Hogue explained the bill.

     MOTION: Sen. Arent moved to pass the bill with a favorable recommendation.

     The motion passed unanimously.

     MOTION: Sen. Arent moved to place the bill on the Consent Calendar.

    The motion failed with Sens. Arent, Eastman, Evans, and Walker voting in favor, and Sen. Hickman voting against.


2.     H. B. 224 State Records Committee - Membership Amendments (J. Dunnigan)

    Rep. Dunnigan explained the bill.

     MOTION: Sen. Eastman moved to pass the bill with a favorable recommendation.

     The motion passed unanimously.

     MOTION: Sen. Arent moved to place the bill on the Consent Calendar.
    
    The motion failed with Sens. Arent, Eastman, Evans, and Walker voting in favor, and Sen. Hickman voting against.



3.     H. B. 187 Campaign Contribution Restrictions (N. Hansen)

    Rep. Hansen explained the bill and distributed the following amendments:

     1. Page 1, Line 16:    Delete "or a legislator's personal political action committee" and insert "or a political action committee controlled by a legislator"

    2. Page 1, Line 20:    Before "contribution" insert "campaign"

     MOTION: Sen. Arent moved to adopt the amendments.

     The motion passed unanimously.

     MOTION: Sen. Arent moved to pass the bill with a favorable recommendation.

    The motion passed with with Sens. Arent, Eastman, Evans, and Walker voting in favor, and Sen. Hickman voting against.


4.     S. B. 62 Utah Home Inspection Standard of Practice (P. Julander)

    Sen. Julander explained the bill and distributed 1st Sub. 62 including the following new amendments:
    
    1. Page 4, Line 117:        After "cable" " delete "("Rolex")" and insert "("Romex")"

    2. Page 11, Line 334:    After "toxins," insert "molds, fungi,"

     MOTION: Sen. Arent moved to adopt 1st Sub 62 with new amendments.

     The motion passed unanimously.

    Ted Johnson, President, American Inspectors, Salt Lake City, and Brian Collard, CEO, Board of Realtors, Utah, spoke for the bill.

    MOTION: Sen. Arent moved to pass the bill, as amended, with a favorable recommendation.

    The motion passed with Sens. Arent, Eastman, and Walker voting in favor, and Sens. Hickman, and Evans voting against.


5.     1st Sub. S. B. 56 Local Government Boards of Examiners (J. Evans)

    Sen. Evans explained the bill assisted by Ray Hintze, Chief Deputy Attorney, Attorney General's Office, and distributed the following admendments:

     1. Page 1, Line 11:    After " city." insert " The act authorizes cities and counties to pay claims presented to the board of examiners and approved by the legislative body."




    2. Page 4, Line 116:    After line 116 insert:

                "(7) A city may pay a claim presented to the city board of examiners under this part and approved by the city legislative body."

    3. Page 8, Line 217:    After line 217 insert:

                "(7) A county may pay a claim presented to the county board of examiners under this part and approved by the county legislative body."
    
     MOTION: Sen. Eastman moved to adopt the amendments.

     The motion passed unanimously.

    Jodi Hoffman, Utah League of Cities and Towns, spoke for the bill.

    MOTION: Sen. Eastman moved to pass the bill, as amended, with a favorable recommendation.

    The motion failed with Sens. Eastman and Walker voting in favor; and Sens. Arent, Hickman, and Evans voting against.


6.     H. B. 98 Municipal Disconnection Amendments (A. Hardy)

    Rep. Hardy explained the bill assisted by David Church, Attorney, Utah League of Cities and Towns.     

    Sen. Walker assumed the chair.

     MOTION: Sen. Arent moved to pass the bill with a favorable recommendation.

    The motion passed with Sens. Arent, Eastman, and Evans voting in favor; and Sen. Hickman voting against.

    Sen. Eastman assumed the chair.


7.     S. B. 166 Community and Economic Development Amendments (C. Walker)

    Sen. Walker explained the bill assisted by William Erickson, President, Utah Housing Corporation.

    David Sorensen, Executive Director, Manufacturing Extension Partnership; David Harmer, Executive Director, Department of Community and Economic Development; Jeff Gochnour, Director, Division of Business and Economic Development; and Craig Peterson, Manufacturing Extension Partnership, spoke for the bill.


     MOTION: Sen. Arent moved to pass the bill with a favorable recommendation.

    The motion failed with Sens. Arent and Walker voting in favor, and Sens. Evans, Eastman, and Hickman voting against.

8.     H. B. 66 County General Fund Expenses (B. Dee)

    The bill was not considered.

9.     H. B. 228 Local Government Officials Amendments (M. Thompson)

    The bill was not considered.

10.     1st Sub. H.J.R. 7 Resolution on Special Sessions of the Legislature (C. Bennion)

    The bill was not considered.

     MOTION: Sen. Evans moved to adjourn.

     The motion passed unanimously.
