    Chair Walker called the meeting to order at 8:10 a.m.

    MOTION: Sen. Arent moved to approve the minutes of February 12, 2003.

    The motion passed unanimously with Sen. Hickman absent for the vote.

    MOTION:
Sen. Hale moved to approve the revised minutes of February 14, 2003.

    The motion passed unanimously with Sen. Hickman absent for the vote.

1.     S. B. 166 Community and Economic Development Amendments (C. Walker)

    The bill was not considered.

2.     S. B. 184 Municipal Improvement District Amendments (C. Walker)

    The bill was not considered.

3.     H. B. 66 County General Fund Expenses (B. Dee)

    Rep. Dee explained the bill.


    Jim Tracy, Sheriff, Utah County, spoke for the bill.

     MOTION: Sen. Hale moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Hickman absent for the vote.

4.     H. B. 228 Local Government Officials Amendments (M. Thompson)

    Rep. Thompson explained the bill.

     MOTION: Sen. Arent moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Hickman absent for the vote.

5.     S. B. 196 Election Law - Disclosure Requirements (B. Evans)

    Sen. Evans explained the bill.

     MOTION: Sen. Hale moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Hickman absent for the vote.

6.     S . B. 164 County Amendments (D. Gladwell)

    Sen. Gladwell distributed 1st Sub. S. B. 164 County Amendments and explained the bill assisted by Alan Spriggs, Recorder, Summit County.

    Sen. Evans moved to adopt 1st Sub. S. B. 164.

    The motion passed unanimously with Sen. Hickman absent for the vote.

    Brent Gardner, Utah Association of Counties, spoke to the bill.

     MOTION: Sen. Eastman moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Hickman absent for the vote.

7.     S. B. 54 Repeal of Mobile Home Park Residency Act (E. Mayne)

    Sen. Mayne distributed 2nd Sub. S. B. 54 Mobile Home Park Residency Act          Amendments and explained the bill.



     MOTION: Sen. Eastman moved to adopt 2nd Sub. S. B. 54.

    The motion passed unanimously with Sen. Hickman absent for the vote.

    Judith Goddard, mobile home resident speaking for seniors; Gail Fotheringham, mobile home resident; Pamela Silberman, Utah Issues; Sheila Walsh McDonald, Advocate, Salt Lake Community Action Program; and Donald Sofonia, Utah Mobile Home Action Group, spoke for the bill.

    Glen Way, Utah Manufacturers Association, spoke against the bill but supports passing it out of committee.

    Jay Meservy, Park Manager, Colonial Woods Mobile Home Park, spoke against the bill.

    MOTION: Sen. Arent moved to moved to pass. 2nd Sub S. B. 54 with a favorable recommendation.

    The motion passed unanimously.

8.     1st Sub. H. J. R. 7 Resolution on Special Sessions of the Legislature (C. Bennion)

    Sen. Bennion distributed 2nd Sub. H. J. R. 7 Resolution on Special Sessions of the Legislature and explained the bill.

    Sen. Eastman moved to adopt 2nd Sub. H. J. R. 7.

    The motion passed unanimously.

    Bob Reese, Attorney, Office of Legislative Research and General Counsel, spoke to the bill.

    MOTION: Sen. Evans moved to pass 2nd Sub. H. J. R. 7 with a favorable recommendation.

    The motion passed with Sen. Hale voting in opposition.

9.    H. B. 235 Falsification or Alteration of Government Record (K. Bryson)

    Rep. Bryson explained the bill and distributed the following amendments:

    1. Page 1, Line 22:    Bracket "and unlawfully"



    2. Page 1, Line 23: After "records" and before "." insert ", knowing that the
        destruction, concealment, or impairment is unlawful
"

     MOTION: Sen. Hickman moved to adopt the amendments.

    The motion passed unanimously.

    Dave Wayment, Utah Attorney General's Office, spoke for the bill.

    MOTION: Sen. Hickman moved to pass the bill, as amended, with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Hickman moved to adjourn.

    The motion passed unanimously.
