Chair Walker called the meeting to order at 4:30 p.m.
MOTION: Sen. Evans moved to approve the minutes of Feb. 20, 2003.
The motion passed unanimously with Sens. Eastman and Hickman absent for the vote.
Sen. Evans assumed the chair.
1. S. B. 191 County Oversight of Local Mental Health Authorities (C. Walker)
Sen. Walker explained the bill and moved to adopt the following amendments:
1. Page 3, Line 61: After "authority" delete ",and each contract
provider to a local mental health authority,"
2. Page 5, Line 127: After "other" insert "count
The motion passed unanimously with Sen. Hickman absent for the vote.
Michael Cragun, Davis County Commissioner; Brent Gardner, Director, Utah Association of Counties; and Robin Arnold Williams, Executive Director, Department of Human Services, spoke for the bill.
Fraser Nelson, Director, Disability Law Center, spoke to the bill.
MOTION: Sen. Arent moved to pass the bill with a favorable recommendation.
The motion passed unanimously.
Sen Walker resumed the chair.
2. H. B. 95 Annexation of Unincorporated County Islands into Cities (T. Kiser)
Rep. Kiser explained the bill.
Patrick Casaday, Sandy City, spoke for the bill.
Don Patocka, White City Council, spoke against the bill.
MOTION: Sen. Eastman moved to pass the bill with a favorable recommendation.
The motion passed with Sen. Hale voting against.
3. 2nd Sub. H. B. 194 Sheriff Certification Requirements (J. Murray)
Rep. Murray explained the bill.
Ken Wallentine, President-Elect, Utah Peace Officers Association; Mark Walsh, Utah Association of Counties; Sid Groll, Director, Peace Officers Sheriff Training; Gene Ercanbrack, Morgan County Sheriff; and Bill Cox, Commissioner, Utah Association of Counties, Human Services, spoke for the bill.
MOTION: Rep. Arent moved to pass the bill with a favorable recommendation.
The motion passed unanimously.
4. 2nd Sub. H. B. 215 State Agency - Lobbyist Restriction Amendments (W. Harper)
The bill was not considered.
MOTION: Sen. Eastman moved to adjourn.
