Committee Chair Bell called the meeting to order at 8:22 a.m.
1. S.B. 251 Firearms Revisions (B. Evans)
Sen. Beverly Evans introduced the bill.
Elwood Powell, Chairman, Utah Shooting Sports Council, and W. Clark Aposhian, Chairman, Utah Self-Defense Instructors Network, spoke in opposition to the bill.
MOTION: Sen. Hillyard moved to pass S.B. 251 out with a favorable recommendation.
The motion passed unanimously with Sen. Dmitrich absent for the vote.
Sen. Hillyard assumed the chair.
2. H.B. 163 Criminal Restitution Amendments (D. Aagard)
Rep. Aagard introduced the bill.
MOTION: Sen. Buttars moved to amend H.B. 163 as follows:
Page 2, Line 48b After "
(Lilac copy) " THE VALUE" delete ", BUT NOT MORE THAN $5,000 TOTAL VALUE,"
The motion passed unanimously with Sen. Bell absent for the vote.
MOTION: Sen. Evans moved to pass S.B. 163, as amended, out with a favorable recommendation.
The motion passed unanimously with Sen. Bell absent for the vote.
3. H.B. 107 DNA Amendments (J.S. Adams)
Reed Richards, Utah Sheriffs Association, explained the bill.
MOTION: Sen. Arent moved to pass H.B. 107 out with a favorable recommendation.
The motion passed unanimously with Sen. Bell absent for the vote.
MOTION: Sen. Arent moved to place H.B. 107 on the consent calendar.
The motion passed unanimously with Sen. Bell absent for the vote.
4. S.B. 199 Limitations on Informal Judicial Reprimands (D. Thomas)
Sen. David Thomas introduced the bill.
Ruth Lybbert, Chair, Judicial Conduct Commission, and Colin Winchester, Executive Director, Judicial Conduct Commission, spoke in opposition to the bill.
MOTION: Sen. Buttars moved to hold S.B. 199.
The motion passed with Sen. Evans voting in opposition and Sen. Dmitrich absent for the vote.
MOTION: Sen. Evans moved to adjourn.
