Meeting was called to order by Chair Evans at 3:39 p.m.

MOTION: Sen. Jenkins moved to approve the minutes of 1-21-03 and 1-28-03. The motion passed unanimously with Sen. Davis and Sen. Julander absent at the time of the vote.

1. H.B. 182 Air Conservation Act Amendments (M. Morley)

The bill was presented by Rep. Morley and discussed at the meeting on 1-28-03.

MOTION: Sen. Wright moved to pass H.B. 182 Air Conservation Act Amendments (M. Morley) out with a favorable recommendation. The motion passed unanimously with Sen. Davis and Sen. Julander absent at the time of the vote.




2. S.J.R. 5 Resolution on Municipal Water Rights (S. Jenkins)


Sen. Jenkins presented the resolution. Tom Bingham, President, Utah Manufacturing Association, and Wes Quinton, Vice-President, Utah Farm Bureau, spoke to the resolution.

MOTION: Sen. Davis moved to move the agenda. The motion passed unanimously.

3. S.B. 107 Certification of Mines (M. Dmitrich)

Sen. Mike Dmitrich presented the bill. Labor Commissioner, Lee Ellertson, and Greg Fredde, President, Utah Mining Association, spoke in support of the bill.

Chair Evans and Sen. Dmitrich each declared a possible conflict of interest.

MOTION: Sen. Hatch moved to pass S.B. 107 Certification of Mines (M. Dmitrich) out with a favorable recommendation. The motion passed unanimously with Sen. Jenkins absent at the time of the vote.

4. H.B. 24 Hazardous Waste Facilities Management Amendments (D. Cox)

Rep. Dave Cox presented the bill. Brent Bradford, Deputy Director, Department of Environmental Quality, spoke in support of the bill.

MOTION: Sen. Wright moved to pass H.B. 24 Hazardous Waste Facilities Management Amendments (D. Cox) out with a favorable recommendation. The motion passed unanimously with Sen. Jenkins absent at the time of the vote.

MOTION: Sen. Hatch moved to adjourn the meeting. The motion passed unanimously with Sen. Davis and Sen. Julander absent at the time of the vote.

Chair Evans adjourned the meeting at 4:25 p.m.
