Chair Bramble called the meeting to order at 8:10 a.m.
    
1.     1st Sub. S.B. 34 TUITION TAX CREDITS (Sen. D. C. Buttars)

    Sen. Buttars presented the bill to the committee.

     MOTION: Sen. Gladwell moved to adopt 1st Sub. S.B. 34.

    The motion passed unanimously.
    
    Fraser Bullock, Education Coalition and Mike Jerman, Utah Taxpayers Association spoke on behalf of 1st Sub. S. B. 34.

     Sen. Bramble opened the discussion to the committee.

    The hearing was then opened to those in the audience who wished to speak to the bill.

    Patrick Ogden, Associate Superintendent; Ralph Haws, Utah School Board Association; Tracy Olsen, Business Administrator, UASBO; Roger Tew, Tax Specialist, UEA ; Pat Rusk, UEA; Susan Dayton, UEA; Louise Mouldine, USOE - Assessment; Sarah Meier, Granite School District; Christine Denberg, parent; Geoff Leonard, Utah School Employees; Linda Plouzek, Utah PTA; Vik Arnold, UEA/DEA and Steve Norton, State Superintendent Association.

     MOTION: Sen. Blackham moved to hold 1st Sub. S.B. 34.

    The motion failed with Sen. Bramble, Sen. Bell, Sen. Gladwell and Sen. Stephenson voting against. Sen. Dmitrich and Sen. Waddoups were absent at the time of the vote.

    MOTION: Sen. Stephenson moved to pass 1st Sub S.B. 34 out of committee with a favorable recommendation.

    The motion passed with Sen. Allen and Sen. Blackham voting against. Sen. Dmitrich and Sen. Waddoups were absent at the time of the vote.
    
     MOTION: Sen. Stephenson moved to adjourn.

    The motion passed unanimously with Sen. Dmitrich and Sen. Waddoups absent at the time of the vote.

    Chairman Bramble adjourned the meeting at 10:06 a.m.
