APPROVAL OF MINUTES:
1. MOTION: Sen. Bell moved to approve the minutes of February 4th and 6th.
The motion passed with Sen. Allen, Sen. Blackham, Sen. Dmitrich and Sen. Stephenson absent at the time of the vote.
2. S.B. 157 REGULATION OF CREDIT UNION SERVICE ORGANIZATIONS (Sen. L. Hillyard)
Sen. Hillyard presented the bill to the committee.
Ed Leary, Director, Department of Financial Institutions and Scott Earl, President, League of
Credit Unions spoke to the bill.
MOTION: Sen. Dmitrich moved to pass S.B.157 out of committee with a favorable
recommendation.
The motion passed unanimously.

S.B. 135 REDEVELOPMENT AGENCIES - EXEMPTION FOR SCHOOL
PROPERTY TAXES (Sen. Blackman)
MOTION: Sen. Blackham moved to have S.B. 135 sent back to rules.
The motion passed unanimously with Sen. Allen and Sen. Dmitrich absent for the vote.

S. B. 72 AMENDMENTS TO SPECIAL DISTRICTS FOR EXPANDED FIRE
PROTECTION SERVICES (Sen. D. Thomas)
MOTION: Sen. Blackham moved to amend the bill as follows:
1. Page 1, Line 13: After " services." insert " The act requires counties and
municipalities included within a certain type of district for fire
protection, paramedic, and emergency services to reduce their
certified tax rate to offset taxes imposed by the district for
those services."
2. Page 19, Lines 568-570: Delete lines 568 through 570 and insert:
"(C) "Equalized fire protection tax rate" means the tax rate that
results from:
(I) calculating, for each participating county and each participating
municipality, the property tax revenue necessary to cover all of the
costs associated with providing fire protection, paramedic, and
emergency services:
(aa) for a participating county, in the unincorporated area of the
county; and
(bb) for a participating municipality, in the municipality; and
(II) adding all the amounts calculated under Subsection (2)(i)(C)(I)
for all participating counties and all participating municipalities
and then dividing that sum by the aggregate taxable value of the
property, as adjusted in accordance with Section 59-2-913:
(aa) for participating counties, in the unincorporated area of all
participating counties; and
(bb) for participating municipalities, in all the participating municipalities."
3. Page 19, Line 575: After "(I) for" delete "a participating county or"
4. Page 19, Line 579: After "(II) for" delete "a participating municipality or"
5. Page 20, Line 586: At the beginning of line 586 delete "(i)" and insert "(ii)"
6. Page 20, Line 588: After "the" delete "average" and insert "equalized fire protection"

8. Page 20, Line 590: At the beginning of line 590 delete "participating" and insert "annexing" and after "and each" delete "participating" and insert "annexing" and after "by" delete the colon

The motion passed unanimously with Sen. Allen and Sen. Dmitrich absent at the time of the vote.

MOTION: Sen. Blackham moved to pass S. B. 72, as amended, out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Allen and Sen. Dietrich absent at the time of the vote.
5. HB. 87 PROPERTY TAX ASSESSMENT OF LOW-INCOME HOUSING TAX CREDITS AND LOW-INCOME HOUSING COVENANTS (Rep. G. Snow)
Rep.Snow presented the bill to the committee.

MOTION: Sen. Blackham moved to pass H. B. 87 out of the committee with a favorable recommendation.
The motion passed with Sen. Stephenson voting against and Sen. Allen and Sen. Dietrich absent at the time of the vote.
6. H. B. 80 SPECIAL SERVICE DISTRICT AMENDMENTS ( Rep. E. Anderson)
MOTION: Sen. Gladwell moved to amend the bill as follows:
1. Page 1, Line 25a
House Floor Amendments,
2-4-2003: After "medical" delete "and" and insert "or" and after "ambulance" delete "also may be included therewith" and insert "or both"
The motion passed with Sen. Allen and Sen. Dietrich absent at the time of the vote.
Rep. Anderson presented the bill to the committee.

MOTION: Sen. Gladwell moved to pass H. B. 80, as amended, out of committee with a favorable recommendation.
