Committee Chair Steele called the meeting to order at 3:25 p.m.

     MOTION: Sen. Hickman moved to approve the minutes of January 24, 2003.

     The motion passed unanimously with Sen. Knudson and Sen. Mayne absent for the vote.     
1.    S.B. 49 Driver License and Identification Card Amendments (P. Hellewell)

    
Sen. Hellewell explained the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Knudson and Sen. Mayne absent for the vote.

2.     S.B. 99 Seat Belt Enforcement (K. Hale)

    
Sen. Hale explained the bill.

    Larry Cook, Director, Utah Codes; Col. Scott Duncan, Superintendent, Utah Highway Patrol; Val Shupe, Pres., Utah Chiefs of Police Assoc.; Rolayne Fairclough, Legislative Analyst for AAA; Dr. Tom Metcalf, Intermountian Pediatric Society, and Janet Brooks, Child Advocacy
    Manager, Primary Children's Medical Center, spoke in support of the bill.


    MOTION:
Sen. Mayne moved to pass the bill out favorably.

    The motion passed with Sens. Eastman, Stephenson, Hale, Mayne and Steele voting in favor of the bill and Sens. Hickman, Knudson, and Walker voting in opposition.

3.     H.B. 23 Public Airport and Aeronautics Amendments
(J. Murray)

    
Sen. Walker assumed the chair.

    Sen. Steele explained the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hale absent for the vote.

     MOTION: Sen. Steele moved to adjourn.
