Committee Chair Steele called the meeting to order at 8:50 a.m.


1.     S.B. 143 Motor Vehicle Disclosure Requirements - Purchaser's Rights (D. Eastman)
    
    Sen. Eastman explained the bill assisted by Craig Bickmore, Executive Director, Utah Automobile Dealers Association.

    Wayne Jones, Executive Director, Independent Auto Dealers Association, spoke in support of the bill.

     MOTION: Sen. Walker moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Stephenson absent for the vote.

2.     S.B. 127 Appearance of Driver License Amendments (J. Valentine)

    
Sen. Valentine explained the bill and handouts were distributed.

    Bart Blackstock, Deputy Director, Drivers License Division, clarified the bill and answered questions from the committee.


    Nick Hales, Chairman, Alcohol Beverage Commission, answered questions from the committee.

    Jason Groenewold spoke to the bill.

    Sen. Valentine proposed the following amendment:

    1. After line 69:        (d) A license certificate issued prior to age 21
                expires 30 days after the holder attains the age
                of 21 years.

    
     MOTION: Sen. Hickman moved to adopt the amendment.

     The motion was withdrawn.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed with Sens. Eastman, Hickman, Knudson, Stephenson, Walker and Hale
    voting in favor of the bill and Sen. Steele voting in opposition.

3.     S.B. 61 Public Utility Related Amendments (J. Valentine)

    
Sen. Valentine explained the bill and handouts were distributed.

    Gary Dodge, Attorney, Utah Association of Energy Users; Claire Geddes, Director, Utah Legislative Watch; Dee Jay Hammon, Chair, Utah Committee of Consumer Services; and Roger Ball, Director, Utah Committee of Consumer Services, spoke in opposition to the bill.
    
    Sen. Steele announced that further testimony will be heard Tuesday, February 11, 2003.

     MOTION: Sen. Knudson moved to adjourn.

    The motion passed unanimously.

    Committee Chair Steele adjourned the meeting at 10:00 a.m.
