Committee Chair Steele called the meeting to order at 4:15 p.m.
MOTION: Sen. Knudson moved to approve the minutes of February 5 and 7, 2003.
The motion passed unanimously.
1. H.B. 59 Off-highway Vehicle Program Funding (B. Goodfellow)
Rep. Goodfellow explained the bill assisted by Steve Roberts, State Parks.
Wayne Jones, Exec. Dir., Utah Powersport Association, spoke in support of the bill.
Carlos Braceras, Dep. Dir., UDOT, spoke to the bill.
Sen. Eastman declared a conflict of interest.
MOTION: Sen. Hickman moved to pass the bill out favorably.
The motion passed unanimously with Sens. Walker and Hale absent for the vote.
2. S.B. 61 Public Utility Related Amendments (J. Valentine)
Sen. Valentine eplained the bill.
Jeff Larsen, Vice President, PacifiCorp; Charles Greenhawt, Manager, Business Development, Questar Regulated Services; and Jerry Fenn, Attorney, Utah Rural Telephone Association, spoke in support of the bill.
Roger Ball, Director, Utah Committee of Consumer Services, and Steve Mecham, Chair, Public Service Commission, spoke to the bill.
Sen. Valentine proposed the following amendments:
1. Page 3, Lines 83-84: Reinstate the bracketed language on lines 83 and 84 and after the reinstated language insert "to"
2. Page 3,Line 85: After "maintain" insert "appropriate"
3. Page 4, Line 93: Delete "including:" and insert "."
4. Page 4, Lines 94-95: Delete lines 94-95
MOTION: Sen. Hickman moved to adopt the amendments.
The motion passed unanimously.
MOTION: Sen. Hickman moved to pass the bill out favorably as amended.
The motion passed, with Sen. Hale voting in opposition.
3. 1st Sub. H.B. 13 Transportation Corridor Preservation Amendments (M. Dillree)
Rep. Dillree explained the bill.
MOTION: Sen. Stephenson moved to pass the bill out favorably.
The motion passed unanimously with Sens. Walker and Mayne absent for the vote.
MOTION: Sen. Mayne moved to adjourn.
The motion passed unanimously.
Committee Chair Steele adjourned the meeting at 5:00 p.m.
