Committee Chair Steele called the meeting to order at 8:15 a.m.
    
1.     S.B. 216 Motor Carrier Fee Amendments (J. Hickman)
    
    
     MOTION: Sen. Hale moved to delete in body and title S.B. 216 and replace it with
     1st Sub. S.B. 216.

    The motion passed unanimously with Sens. Stephenson and Walker absent for the vote.

    Sen. Hickman explained the bill.

    David Creer, Exec. Dir., Utah Trucking Association; and Rick Clasby, Director, Motor Carrier Division, UDOT; further explained the bill.

    MOTION:
Sen. Hale moved to pass the bill out favorably.     
    The motion passed unanimously.

2.     S.B. 217 Motor Vehicle - Title Requirements (G. Bell)

    
In the absence of Sen. Bell, Sen. Eastman presented the bill.


    
    Wayne Jones, Exec. Dir., Independent Auto Dealers Assoc., answered questions from the committee.

    Jodi Hoffman, Lobbyist, Utah League of Cities and Towns; and Craig Bickmore, Exec. Dir., Utah Auto Dealers Association; spoke in support of the bill.    

     MOTION: Sen. Walker moved to pass the bill out favorably.
    
    The motion passed unanimously.

3.     S.B. 218 Unlawful Sale or Display of Motor Vehicles (G. Bell)

    Sen. Eastman presented the bill.

    Wayne Jones, Independent Auto Dealers Association, answered questions from the committee.

    Craig Bickmore, Ut. Auto Dealers Assn.; Jodi Hoffman, Ut. League of Cities and Towns; and Wayne Weston, Provo Auto Dealer; spoke in support of the bill.

    The following amendment was proposed:

     Page 1, Line 20:        Before 'purpose” insert “sole

     MOTION: Sen. Hale moved to adopt the amendment.

    
The motion passed unanimously.
    
     MOTION: Sen. Hale moved to pass the bill out favorably as amended.

    
The motion passed with Sens. Stephenson and Walker voting in opposition.

4.     H.B. 154 Vision Screening Checkoff for Motor Vehicle Registration and Driver License Application and Renewal (K. Bryson)

    
Rep. Bryson explained the bill.
    
     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.





     MOTION: Sen. Walker moved to adjourn.

    The motion passed unanimously.
