Chair Thomas called the meeting to order at 9:10 a.m.

     MOTION: Sen. Steele moved to approve the minutes of January 27, 2003.

    The motion passed unanimously, with Sen. Hillyard absent for the vote.

    1. SB 122 - Utah Antidiscrimination Act Amendments

    Sen. Jenkins explained the bill and presented amendments to the bill.

     MOTION: Sen. Jenkins moved to accept the following amendments:

        1.    Page 4, Line 120:    After "ability" reinstate "," and insert "with or without reasonable accommodation"



    2.    Page 9, Line 250:    After "who" insert ", with or without reasonable accommodation,"

    3.    Page 9, Lines 251-252:    Delete "with or without reasonable accommodation"

    The motion passed unanimously, with Sen. Hillyard absent for the vote.

    Joe Gallegos, Utah Labor Commission, spoke in favor of the bill.

    Fraser Nelson, UALD Advisory Committee, spoke in favor of the bill.

    MOTION: Sen. Julander moved to pass SB 122, as amended, out of committee with a favorable recommendation.

    The motion passed unanimously, with Sen. Hillyard absent for the vote.

2.     SB 128 - Protective Order Amendments

    Sen. Hillyard explained the bill and presented amendments to the bill.

    Rick Schwermer, Judicial Justice Court Administration, spoke in favor of the bill.

     MOTION: Sen. Hillyard moved to accept the following amendments:

        1.    Page 25, Line 758:    Delete "file" and insert "make"

        2.    Page 26, Line 786:    Delete "file" and insert "make"

    The motion passed unanimously.

    Rick Curtis, FOCUS Board, spoke against the bill.

    Steve Barrowes, Utah Families Association/FOCUS spoke against the bill.

    Adam Trupp, Department of Child Protective Services, spoke in favor of the bill.

    Katie Gregory, Utah Children, spoke in favor of the bill.

    MOTION: Sen. Jenkins moved to pass SB 128, as amended, out of committee with a favorable recommendation.



    The motion passed unanimously.

     MOTION: Sen. Jenkins moved to adjourn the meeting.

    The motion passed unanimously.

    Chair Thomas adjourned the meeting at 10:05 a.m.
