             9      General Description:
             10          This bill creates the Government Efficiency and Effectiveness Review Committee.
             11      Highlighted Provisions:
             12          This bill:
             13          .    establishes the membership of committee members;
             14          .    provides for compensation of committee members;
             15          .    outlines the duties of the committee; and
             16          .    provides for staffing the committee.
             17      Monies Appropriated in this Bill:
             18          This bill appropriates as an ongoing appropriation subject to future budget constraints,
             19      for fiscal year 2003-04:
             20          .    $5,000 to the Senate;
             21          .    $8,500 to the House of Representatives; and
             22          .    $25,000 to the Office of Legislative Research and General Counsel.

             30      Be it enacted by the Legislature of the state of Utah:
             31          Section 1. Section 36-25-101 is enacted to read:

CHAPTER 25. GOVERNMENT EFFICIENCY AND

             33     
EFFECTIVENESS REVIEW COMMITTEE

             34          36-25-101. Government Efficiency and Effectiveness Review Committee --
             35      Creation -- Membership -- Chairs -- Salaries and expenses -- Staff support.
             36          (1) There is created the Government Efficiency and Effectiveness Review Committee
             37      consisting of the following 11 members:
             38          (a) seven members from the House of Representatives appointed by the speaker, no
             39      more than five of whom shall be members of the same political party; and
             40          (b) four members of the Senate appointed by the president, no more than three of
             41      whom shall be members of the same political party.
             42          (2) (a) The speaker of the House shall designate one of the members from the House of
             43      Representatives appointed under Subsection (1)(a) to act as a cochair of the committee.
             44          (b) The president of the Senate shall designate one of the members from the Senate
             45      appointed under Subsection (1)(b) to act as a cochair of the committee.
             46          (3) In conducting its business, the committee shall comply with the rules of legislative
             47      interim committees.
             48          (4) Salaries and expenses of the legislators shall be paid in accordance with Section
             49      36-2-2 and Legislative Joint Rule 15.03.
             50          (5) (a) The Office of Legislative Research and General Counsel shall provide staff
             51      support to the committee.
             52          (b) The committee may request additional staff support from other legislative staff
             53      offices as needed.
             54          Section 2. Section 36-25-102 is enacted to read:
             55          36-25-102. Duties.
             56          (1) The committee shall seek to reduce costs in state government and seek to increase
             57      the efficiency and effectiveness of state government by reviewing:
             58          (a) the budget of one department within state government in detail each year, to


             59      determine possible reductions or additions to the budget of that department and to identify
             60      programs or divisions of the department that could be privatized;
             61          (b) executive branch agencies, for possible reorganization, prioritization, and
             62      streamlining, including time and motion auditing of executive branch agencies;
             63          (c) government services and programs, to evaluate their potential for possible
             64      privatization;
             65          (d) occupational and professional licensing boards and processes, for possible
             66      consolidation or deregulation; and
             67          (e) any other means of reducing the costs of state government and increasing the
             68      efficiency and effectiveness of state government that the committee determines.
             69          (2) The committee may recommend:
             70          (a) legislation to implement its conclusions;
             71          (b) privatization studies to the Privatization Policy Board created by Section 63-55a-2 ;
             72          (c) modifications to any state agency budget to the Executive Appropriations
             73      Committee and any appropriations subcommittee; and
             74          (d) modifications to occupational and professional licensing boards and processes to
             75      the Occupational and Professional Licensure Review Committee created by Section 36-23-102 .
             75a          H (3) THE COMMITTEE SHALL REPORT BY NOVEMBER 1ST ANNUALLY TO THE
             75b      GOVERNMENT OPERATIONS INTERIM COMMITTEE. h
             76          Section 3. Appropriation.
             77          As an ongoing appropriation subject to future budget constraints, there is appropriated
             78      from the General Fund for fiscal year 2003-04:
             79          (1) $5,000 to the Senate;
             80          (2) $8,500 to the House of Representatives; and
             81          (3) $25,000 to the Office of Legislative Research and General Counsel.
