             7      LONG TITLE
             8      General Description:
             9          This concurrent resolution of the Legislature and Governor requests a review of and
             10      report on higher education remedial programs.
             11      Highlighted Provisions:
             12          This resolution:
             13          .    requests the commissioner of higher education to review and evaluate all remedial
             14      programs and prepare an updated cost of these services;
             15          .    requests the Utah System of Higher Education, in collaboration with the State Board
             16      of Education, to better articulate the K-12 requirements of higher education
             17      institutions;
             18          .    requests the Utah System of Higher Education to identify and implement more
             19      cost-efficient remedial programs; and
             20          .    requests the commissioner of higher education to submit a report to the Education
             21      Interim Committee.
             22      Special Clauses:
             23          None
             24     
             25      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             26          WHEREAS, there are significant numbers of students who desire to attend college but
             27      who do not qualify academically for regular admission;


             28          WHEREAS, these students require remedial courses or other forms of remediation
             29      services to be successful in a higher education program;
             30          WHEREAS, these remediation programs may duplicate state funded programs and
             31      services offered in the K-12 public education system and in other education programs such as
             32      community education and adult education; and
             33          WHEREAS, the Legislature and the Utah System of Higher Education desire to help
             34      students succeed in higher education with as efficient a system of remedial programs as
             35      possible:
             36          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the State of Utah, the
             37      Governor concurring therein, urges and requests the commissioner of higher education to
             38      review and evaluate all remedial programs and services and prepare an updated cost of these
             39      services.
             40          BE IT FURTHER RESOLVED that the Utah System of Higher Education is requested
             41      to prepare plans, in collaboration with the Board of Education, to better articulate the K-12
             42      graduate, entrance, and completion requirements of higher education institutions.
             43          BE IT FURTHER RESOLVED that the Utah System of Higher Education is requested
             44      to identify and implement new methods of providing remedial programs that are cost efficient
             45      and in some instances completely self-sustaining based on student fees and tuition, thereby
             46      reducing costs over time to both students and the state wherever possible H AND REDIRECTING
             46a      SAVINGS TO OTHER INSTITUTIONAL PRIORITIES h .
             47          BE IT FURTHER RESOLVED that the Utah System of Higher Education is requested
             48      to determine the remediation options and the respective costs for students to prepare those
             49      students for success in a higher education program of their choosing, with such options
             50      provided to them at the time of their initial assessment and evaluation prior to formal
             51      admission to a higher education institution.
             52          BE IT FURTHER RESOLVED that the commissioner of higher education is requested
             53      to submit a report on the progress or completion of the tasks outlined in this resolution to the
             54      Education Interim Committee prior to November 1, 2004.
