LONG TITLE
General Description:
This bill modifies the Motor Vehicles Act to amend registration renewal and certificate
of title provisions.
Highlighted Provisions:
This bill:
. provides that an application for registration renewal shall be accompanied by a
certificate of emissions inspection;
. provides that the Motor Vehicle Division may deliver a certificate of title to the
owner or lienholder electronically; and
. makes technical changes.

Be it enacted by the Legislature of the state of Utah:
Section 1. Section 41-1a-217 is amended to read:
41-1a-217. Application for renewal of registration.
(1) Renewal of a vehicle registration shall be made by the owner upon application and by
payment of the [
Subsection 41-1a-203 (1).
(2) The application for registration renewal and applicable fees or taxes shall be
accompanied by a:
(a) safety inspection certificate as required under Section 41-1a-205 [
(b) certificate of emissions inspection as required under Section 41-6-163.6 .
(3) The new registration card issued shall show:
(a) the identical information with respect to the owner and the vehicle description
required by Section 41-1a-213 ; and
(b) the new expiration date.
Section 2. Section 41-1a-515 is amended to read:
41-1a-515. Delivery of certificate by division.
(1) The division shall deliver the certificate of title to the owner if no lien or encumbrance
is recorded on it. The division shall deliver the certificate to the person holding the first lien or
encumbrance as recorded on the certificate.
(2) The certificate of title shall be delivered:
(a) in person [
(b) through the United States mail[
(c) electronically.
