LONG TITLE
General Description:
This concurrent resolution of the Legislature and Governor requests a review of and
report on higher education remedial programs.
Highlighted Provisions:
This resolution:
. requests the commissioner of higher education to review and evaluate all remedial
programs and prepare an updated cost of these services;
. requests the Utah System of Higher Education, in collaboration with the State Board
of Education, to better articulate the K-12 requirements of higher education
institutions;
. requests the Utah System of Higher Education to identify and implement more
cost-efficient remedial programs; and
. requests the commissioner of higher education to submit a report to the Education
Interim Committee.
Special Clauses:
None
Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
WHEREAS, there are significant numbers of students who desire to attend college but
who do not qualify academically for regular admission;
WHEREAS, these students require remedial courses or other forms of remediation
services to be successful in a higher education program;
WHEREAS, these remediation programs may duplicate state funded programs and
services offered in the K-12 public education system and in other education programs such as
community education and adult education; and
WHEREAS, the Legislature and the Utah System of Higher Education desire to help
students succeed in higher education with as efficient a system of remedial programs as possible:
NOW, THEREFORE, BE IT RESOLVED that the Legislature of the State of Utah, the
Governor concurring therein, urges and requests the commissioner of higher education to review
and evaluate all remedial programs and services and prepare an updated cost of these services.
BE IT FURTHER RESOLVED that the Utah System of Higher Education is requested to
prepare plans, in collaboration with the Board of Education, to better articulate the K-12
graduate, entrance, and completion requirements of higher education institutions.
BE IT FURTHER RESOLVED that the Utah System of Higher Education is requested to
identify and implement new methods of providing remedial programs that are cost efficient and in
some instances completely self-sustaining based on student fees and tuition, thereby reducing
costs over time to both students and the state wherever possible and redirecting savings to other
institutional priorities.
BE IT FURTHER RESOLVED that the Utah System of Higher Education is requested to
determine the remediation options and the respective costs for students to prepare those students
for success in a higher education program of their choosing, with such options provided to them
at the time of their initial assessment and evaluation prior to formal admission to a higher
education institution.
BE IT FURTHER RESOLVED that the commissioner of higher education is requested to
submit a report on the progress or completion of the tasks outlined in this resolution to the
Education Interim Committee prior to November 1, 2004.
