7 LONG TITLE
8 General Description:
9 This bill creates the Cultural Affairs Task Force.
10 Highlighted Provisions:
11 This bill:
12 . establishes the membership of the task force and provides for compensation of
13 legislative members;
14 . outlines the duties of the task force;
15 . provides for staffing of the task force; and
16 . requires the task force to give a final report to the Workforce Services and
17 Community and Economic Development Interim Committee.
18 Monies Appropriated in this Bill:
19 This bill appropriates for fiscal year 2004-05 only:
20 . $2,500 to the Senate;
21 . $5,000 to the House of Representatives; and
22 . $20,000 to the Office of Legislative Research and General Counsel.
23 Other Special Clauses:
24 This bill is repealed November 30, 2004.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Cultural Affairs Task Force -- Creation -- Membership -- Quorum --
30 Compensation -- Staff.
31 (1) There is created the Cultural Affairs Task Force consisting of the following 11
32 members:
33 (a) two members of the Senate appointed by the president of the Senate, no more than
34 one of whom may be from the same political party;
35 (b) four members of the House of Representatives appointed by the speaker of the
36 House of Representatives, no more than two of whom may be from the same political party;
37 (c) two members from the Department of Community and Economic Development:
38 (i) the first being the department's executive director or the director's designee; and
39 (ii) the second being an individual designated by the executive director; and
40 (d) three members from the general public with backgrounds or expertise in the culture
41 and arts industry appointed by the governor.
42 (2) (a) The president of the Senate shall designate a member of the Senate appointed
43 under Subsection (1)(a) as a cochair of the task force.
44 (b) The speaker of the House of Representatives shall designate a member of the House
45 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
46 (3) (a) A majority of the members of the task force constitute a quorum.
47 (b) The action of a majority of a quorum constitutes the action of the task force.
48 (4) (a) Salaries and expenses of the members of the task force who are legislators shall
49 be paid in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
50 (b) A member of the task force who is not a legislator may not receive compensation
51 for the member's work associated with the task force, but may receive per diem and
52 reimbursement for travel expenses incurred as a member of the task force at the rates
53 established by the Division of Finance under Sections 63A-3-106 and 63A-3-107 .
54 (5) The Office of Legislative Research and General Counsel shall provide staff support
55 to the task force.
56 Section 2. Duties -- Interim report.
57 (1) The task force shall review and make recommendations on the following issues:
58 (a) an inventory of the state's arts and culture industry;
59 (b) the economic impact of the arts and culture industry on the state;
60 (c) strategic approaches to coordinating and enhancing the arts and culture industry,
61 including tourism and the film industry, through increased focus, consideration, and
62 investment; and
63 (d) other issues that may be recommended by the task force including the merits of
64 available prior and ongoing studies and reports done by others.
65 (2) A final report, including any proposed legislation shall be presented to the
66 Workforce Services and Community and Economic Development Interim Committee before
67 November 30, 2004.
68 Section 3. Appropriation.
69 There is appropriated from the General Fund for fiscal year 2004-05, a one-time
70 appropriation of:
71 (1) $2,500 to the Senate;
72 (2) $5,000 to the House of Representatives; and
73 (3) $20,000 to the Office of Legislative Research and General Counsel.
74 Section 4. Repeal date.
75 This bill is repealed November 30, 2004.
