             7      LONG TITLE
             8      General Description:
             9          This bill creates a pilot program to evaluate the effects on student academic
             10      achievement of reducing the school term for the purpose of conducting professional
             11      development for instructional staff.
             12      Highlighted Provisions:
             13          This bill:
             14          .    creates a pilot program to evaluate the effects on student academic achievement of
             15      reducing the minimum school term established by the State Board of Education by
             16      up to 27.5 hours for the purpose of conducting professional development for
             17      instructional staff;
             18          .    requires a local school board to submit a plan to the State Board of Education to
             19      participate in the pilot program;
             20          .    allows the State Board of Education to determine the number of schools and school
             21      districts that may participate in the pilot program;
             22          .    requires the State Board of Education to report to the Education Interim Committee
             23      on the findings from the pilot program; and
             24          .    sunsets the pilot program on July 1, 2008.

             35      Be it enacted by the Legislature of the state of Utah:
             36          Section 1. Section 53A-3-702 is enacted to read:
             37          53A-3-702. Professional development pilot program.
             38          (1) A pilot program is created to evaluate the effects on student academic achievement
             39      of reducing the minimum school term established by the State Board of Education by up to
             40      27.5 hours for the purpose of conducting professional development for instructional staff.
             41          (2) To participate in the pilot program, a local school board shall submit a plan to the
             42      State Board of Education that includes the following information:
             43          (a) the schools intending to participate in the pilot program;
             44          (b) the revised school schedule;
             45          (c) a description of the professional development activities;
             46          (d) the expected outcomes from the professional development, including measurable
             47      academic achievement goals; and
             48          (e) the method of evaluating the effectiveness of the professional development.
             49          (3) The State Board of Education shall determine the maximum number of school
             50      districts and schools that may participate in the pilot program.
             51          (4) The State Board of Education shall make rules, in accordance with Title 63,
             52      Chapter 46a, Utah Administrative Rulemaking Act, for the implementation of the pilot
             53      program.
             54          (5) The State Board of Education shall submit to the Education Interim Committee:
             55          (a) preliminary findings from the pilot program by October 1, 2006; and
             56          (b) a final report and recommendations for expansion of the program by October 1,


             57      2007.
             58          Section 2. Section 63-55b-153 is amended to read:
             59           63-55b-153. Repeal dates -- Titles 53, 53A, and 53B.
             60          (1) Subsection 53-3-205 (9)(a)(i)(D) is repealed July 1, 2007.
             61          (2) Subsection 53-3-804 (2)(g) is repealed July 1, 2007.
             62          (3) Title 53, Chapter 12, State Olympic Public Safety Command Act, is repealed July
             63      1, 2003.
             64          (4) Section 53A-1-403.5 is repealed July 1, 2007.
             65          (5) Section 53A-3-702 is repealed July 1, 2008.
             66          [(5)] (6) Section 53B-8-104.5 is repealed July 1, 2009.
