             8      General Description:
             9          This bill requires students' reading and numeric skills to be assessed upon entering
             10      kindergarten.
             11      Highlighted Provisions:
             12          This bill:
             13          .    requires each kindergarten student, the student's parent, and kindergarten personnel
             14      at the student's school to participate in an assessment of the student's reading and
             15      numeric skills.

             24      Be it enacted by the Legislature of the state of Utah:
             25          Section 1. Section 53A-3-402.9 is amended to read:
             26           53A-3-402.9. Assessment of students entering kindergarten.
             27          (1) The Legislature recognizes that well-developed reading skills help:


             28          (a) children to succeed in school, develop self esteem, and build positive relationships
             29      with others;
             30          (b) young adults to become independent learners; and
             31          (c) adults to become and remain productive members of a rapidly changing
             32      technology-based society.
             33          (2) (a) Each kindergarten student, the student's parent or guardian, and kindergarten
             34      personnel at the student's school [may] shall participate in an assessment of the student's
             35      reading and numeric skills.
             36          (b) The assessment[, if made, should] shall take place no later than during the first
             37      [two] four weeks of the school year.
             38          (c) The State [Office] Board of Education, in cooperation with the state's school
             39      districts, may develop the assessment instrument and any additional materials needed to
             40      implement and supplement the assessment program.
             41          (3) The kindergarten student's teacher [may] shall use the assessment in planning and
             42      developing an instructional program to meet the student's identified needs.
             43          (4) Based on the assessment under Subsection (2), the school shall provide the
             44      student's parent or guardian with appropriate resource materials to assist them at home in the
             45      student's literacy development.
