             6      LONG TITLE
             7      General Description:
             8          This bill creates the Water Rights Task Force and provides for task force membership,
             9      purposes, and compensation.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Water Rights Task Force;
             13          .    provides for membership of the task force and compensation for members;
             14          .    specifies duties and responsibilities of the task force; and
             15          .    specifies issues that the task force will review.
             16      Monies Appropriated in this Bill:
             17          This bill appropriates:
             18          .    $197,000 from the General Fund for fiscal year 2003-04 for a two-year task force.
             19      Other Special Clauses:
             20          This bill is repealed on November 30, 2005.

             24      Be it enacted by the Legislature of the state of Utah:
             25          Section 1. Water Rights Task Force -- Creation -- Membership -- Interim rules
             26      followed -- Compensation -- Staff.
             27          (1) There is created the Water Rights Task Force consisting of the following members:


             28          (a) five members of the Senate appointed by the president of the Senate, no more than
             29      four of whom may be from the same political party; and
             30          (b) eight members of the House of Representatives appointed by the speaker of the
             31      House of Representatives, no more than six of whom may be from the same political party.
             32          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             33      under Subsection (1)(a) as a cochair of the committee.
             34          (b) The speaker of the House of Representatives shall designate a member of the House
             35      of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
             36          (3) In conducting its business, the committee shall comply with the rules of legislative
             37      interim committees.
             38          (4) Salaries and expenses of the members of the committee shall be paid in accordance
             39      with Section 36-2-2 and Legislative Joint Rule 15.03.
             40          (5) The Office of Legislative Research and General Counsel shall provide staff support
             41      to the committee.
             42          Section 2. Duties -- Interim report.
             43          (1) The committee shall review and make recommendations on the following issues:
             44          (a) instream flow;
             45          (b) water conservation and reuse.
             46          (c) over-appropriation of water rights;
             47          (d) management of ground water and surface water; and
             48          (e) water right enforcement and penalties.
             49          (2) A final report, including any proposed legislation shall be presented before
             50      November 30, 2005, to the Natural Resources, Agriculture, and Environment Interim
             51      Committee.
             52          Section 3. Appropriation.
             53          There is appropriated from the General Fund for fiscal year 2003-04, to pay for the
             54      two-year Water Rights Task Force:
             55          (1) $18,000 to the Senate to pay for the compensation and expenses of senators on the
             56      committee;
             57          (2) $29,000 to the House of Representatives to pay for the compensation and expenses
             58      of representatives on the committee; and


             59          (3) $150,000 to the Office of Legislative Research and General Counsel to pay for
             60      staffing the committee.
             61          Section 4. Repeal date.
             62          This bill is repealed on November 30, 2005.
