             9      General Description:
             10          This concurrent resolution of the Legislature and the Governor recognizes the
             11      contributions of Dugway Proving Ground, Tooele Army Depot, Deseret Chemical
             12      Depot, the Utah National Guard, and the United States Military Reserve components
             13      stationed in Utah.
             14      Highlighted Provisions:
             15          This resolution:
             16          .    recognizes Dugway Proving Ground, Tooele Army Depot, Deseret Chemical Depot,
             17      the Utah National Guard, and the United States Military Reserve components
             18      stationed in Utah for the outstanding service they have rendered to the citizens of
             19      the state of Utah.
             20      Special Clauses:
             21          None
             22     
             23      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             24          WHEREAS, the mission of Dugway Proving Ground is to test United States and Allied
             25      biological and chemical defense systems, to perform nuclear biological chemical survivable
             26      testing of defense material, to provide support to chemical and biological weapons
             27      conventions, and to operate and maintain an installation to support test mission;


             28          WHEREAS, Dugway Proving Ground was officially established February 12, 1942,
             29      and testing commenced that summer;
             30          WHEREAS, during World War II, Dugway Proving Ground tested toxic agents, flame
             31      throwers, chemical spray systems, biological warfare weapons, antidotes for chemical agents,
             32      and protective clothing;
             33          WHEREAS, Dugway Proving Ground was slowly phased out after World War II,
             34      becoming inactive during August 1946;
             35          WHEREAS, the base was reactivated during the Korean War and in 1954 was
             36      confirmed as a permanent Department of Army Installation;
             37          WHEREAS, in October 1958, Dugway Proving Ground became home to the United
             38      States Army Chemical, Biological, and Radiological Weapons School;
             39          WHEREAS, today Dugway Proving Ground continues its role in the testing of
             40      chemical agents, pathogens, and toxins, now conducted in sealed containment chambers;
             41          WHEREAS, the Department of Defense has designated Dugway Proving Ground as a
             42      major range and testing facility and the primary chemical and biological defense testing center
             43      under the Reliance Program;
             44          WHEREAS, the enormous size of Dugway Proving Ground's material test facility
             45      makes it an ideal test ground for large vehicles and aircraft, including tanks or fighter aircraft,
             46      and its high tech capabilities ensure that testing in the facility can replicate real-world
             47      battlefield conditions;
             48          WHEREAS, Tooele Army Depot is a Tier 1 Industrial Operations Command,
             49      ammunition storage site, responsible for storing training ammunition and war reserve
             50      ammunition;
             51          WHEREAS, after its establishment in 1942, the Tooele Army Depot assumed
             52      command of the Deseret Chemical Depot, but in 1962 was redesignated the Tooele Army
             53      Depot;
             54          WHEREAS, the Ammunition Peculiar Equipment (APE) program is one of the major
             55      missions performed at Tooele and a main focal point for base support and command interest;
             56          WHEREAS, in 1952, results of the Ordnance Ammunition Command's review of all
             57      depots involved in developing and providing APE showed that Tooele Army Depot met or
             58      exceeded all criteria selected by the Ordnance Ammunition Command;


             59          WHEREAS, since 1962 the depot has been assigned maintenance mission
             60      responsibilities for topographic equipment, troop support items, construction equipment, power
             61      generators, and various wheeled vehicles;
             62          WHEREAS, in 1995 the Tooele Army Depot committed to the surrounding
             63      communities to reduce detonations by 60% within five years, and in four years the detonations
             64      had been reduced by nearly 75%;
             65          WHEREAS, more resource, recovery, and recycling technology and partnering with
             66      industry to mitigate impacts and the maximum use of shipments to other installations for
             67      destruction have played a part in Tooele Army Depot's efforts to be a better neighbor in the
             68      community;
             69          WHEREAS, Tooele Army Depot is a western region go-to-war depot supplying joint
             70      ammunition, and it ships, stores, receives, inspects, demilitarizes, and maintains training and
             71      war reserve conventional ammunition;
             72          WHEREAS, the depot currently retains the conventional ammunition storage,
             73      maintenance, and demilitarization portions of its mission;
             74          WHEREAS, Deseret Chemical Depot is the largest of the nation's eight storage sites
             75      devoted to the storage and destruction of the nation's chemical agents;
             76          WHEREAS, Deseret Chemical Depot is a full-scale disposal plant that has been
             77      operating since 1996;
             78          WHEREAS, Deseret Chemical Depot has safely destroyed all Sarin nerve agent and is
             79      currently destroying agent VX with meticulous security and safety;
             80          WHEREAS, the 19,200 acre storage depot is located 18 miles south of Tooele and
             81      employs approximately 1,900 government and contracted civilians with an annual expenditure
             82      of approximately $150 million;
             83          WHEREAS, the disposal facility has destroyed almost half of the original stockpile of
             84      13,600 tons of agent;
             85          WHEREAS, the Utah National Guard traces its roots to the Nauvoo Legion created in
             86      1840 and reestablished in 1852;
             87          WHEREAS, the Utah National Guard was created on March 26, 1894, before Utah
             88      became a state;
             89          WHEREAS, men of the Utah Light Artillery were present at the capture of Manilla, the


             90      surrender of Spanish troops in August 1898, and the Philippine Insurrection in 1899;
             91          WHEREAS, since its creation, units of the Utah National Guard have served in every
             92      major conflict involving the United States including, in recent years, the Gulf War and the
             93      current War on Terrorism;
             94          WHEREAS, currently, Utah has the largest percentage of its military personnel on
             95      active duty throughout the world of any state in the Union;
             96          WHEREAS, the Utah National Guard consists of the Army National Guard, the Air
             97      Force National Guard, and the Directorate of Veterans Affairs;
             98          WHEREAS, the United States Military Reserve components stationed in Utah include
             99      units of the Army, Navy, Marine Corps, Air Force, and Coast Guard; and
             100          WHEREAS, the efforts of the men and women serving with Dugway Proving Ground,
             101      Tooele Army Depot, Deseret Chemical Depot, the Utah National Guard, and the United States
             102      Military Reserve components stationed in Utah to fulfill their missions have been of supreme
             103      value to the citizens of the state of Utah:
             104          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             105      Governor concurring therein, recognize Dugway Proving Ground, Tooele Army Depot, Deseret
             106      Chemical Depot, the Utah National Guard, and the United States Military Reserve components
             107      stationed in Utah for the outstanding service they have rendered to the citizens of the state of
             108      Utah.
             109          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Dugway
             110      Proving Ground, Tooele Army Depot, Deseret Chemical Depot, the Utah National Guard, and
             111      the United States Military Reserve components stationed in Utah.
