6 LONG TITLE
7 General Description:
8 This bill creates the Federal Research Committee.
9 Highlighted Provisions:
10 This bill:
11 . establishes committee membership, duties, salaries, and designates staff for the
12 committee;
13 . prescribes the issues that the committee may study;
14 . requires state agencies to supply data, reports, and other information to the
15 committee at no cost to the committee;
16 . authorizes the committee to report to federal agencies; and
17 . requires the committee to present annual reports to the Legislative Management
18 Committee and the governor.
19 Monies Appropriated in this Bill:
20 This bill appropriates:
21 . $2,500 to the Senate as an ongoing appropriation; and
22 . $2,500 to the House of Representatives as an ongoing appropriation.

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Section 63-33a-101 is enacted to read:
33 63-33a-101. Creation -- Members -- Appointment -- Qualifications.
34 (1) There is created a state Federal Research Committee composed of the following 14
35 members:
36 (a) two members of the Senate appointed by the president of the Senate, no more than
37 one of whom may be from the same political party;
38 (b) two members of the House of Representatives appointed by the speaker of the
39 House of Representatives, no more than one of whom may be from the same political party;
40 (c) the state planning coordinator or the coordinator's designee;
41 (d) the executive director of the Department of Health or the executive director's
42 designee;
43 (e) the executive director of the Department of Community and Economic
44 Development or the executive director's designee;
45 (f) the executive director of the Department of Natural Resources or the executive
46 director's designee;
47 (g) the executive director of the Department of Environmental Quality or the executive
48 director's designee;
49 (h) the commissioner of the Department of Agriculture or the commissioner's designee;

51 (i) S [

52 federal programs in the areas of health, public safety, defense, natural resources, or other areas
53 significant to the economy of the state.
54 (2) S [
55 (3) (a) (i) A member of the committee who is not a government employee shall receive
56 no compensation or benefits for the member's services, but may receive per diem and expenses
57 incurred in the performance of the member's official duties at the rates established by the
58 Division of Finance under Sections 63A-3-106 and 63A-3-107 .

60 (b) (i) A state government officer or employee member who does not receive salary,
61 per diem, or expenses from the member's agency for the member's service may receive per
62 diem and expenses incurred in the performance of the member's official duties at the rates
63 established by the Division of Finance under Sections 63A-3-106 and 63A-6-107 .
64 (ii) A state government officer or employee member may decline to receive per diem
65 for the member's service.
66 (c) Legislators on the committee shall receive compensation and expenses as provided
67 by and law and legislative rule.
68 Section 2. Section 63-33a-102 is enacted to read:
69 63-33a-102. Organization.
70 (1) The committee shall select a chair and a vice chair from its own membership.
71 (2) Vacancies shall be filled by the original appointing authority.
72 (3) The Governor's Office of Planning and Budget shall provide staffing for the
73 committee.
74 Section 3. Section 63-33a-103 is enacted to read:
75 63-33a-103. Duties.
76 (1) The Federal Research Committee shall:
77 (a) review and make recommendations about:
78 (i) federal installations in or pertaining to Utah;
79 (ii) federal programs in or pertaining to Utah; and
80 (iii) the impact of federal programs and installations in or pertaining to Utah on Utah
81 citizens' health and public safety; and
82 (b) study other issues that may be recommended by the committee including an
83 evaluation of the merits of available prior and ongoing studies done by others about federal
84 installations and federal programs in or pertaining to Utah.
85 (2) Each state agency shall, if requested by the committee, provide data, reports, or
86 other information without cost to the committee.
87 (3) The committee may report or make recommendations to federal agencies on its
88 findings.
89 (4) The committee shall submit an annual report to the Legislative Management

91 Section 4. Appropriation.
92 As an ongoing appropriation subject to future budget constraints, there is appropriated
93 from the General Fund for fiscal year 2003-04 $2,500 to the Senate and $2,500 to the House of
94 Representatives.
