8 General Description:
9 This bill modifies the qualifications of the Assistant Adjutant General and the duties of
10 the personnel officer.
11 Highlighted Provisions:
12 This bill:
13 . allows the Assistant Adjutant General to S [
14 commissioned officer S AS THE PERSONNEL OFFICER s ; and
15 . removes from the personnel officer's duties the obligation of serving as both the
16 state recruiting officer and the state public relations officer.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Section 39-1-18 is amended to read:
27 39-1-18. Assistant adjutant general for the army -- Assistant adjutant general for

air -- Officer for permanent duty as personnel officer.28
29 (1) There is [
30 assistant adjutant general for air.
31 (a) The adjutant general with the approval of the governor may detail the assistant
32 adjutant general for the army or the assistant adjutant general for air for permanent duty at S [

33 office. [
34 (b) The assistant adjutant general for the army or assistant adjutant general for air shall
35 be a federally recognized commissioned officer S [
36 officer,
37 forces of the state of Utah or of the United States, at least three of which shall have been
38 commissioned in the National Guard of Utah, and who shall have reached the grade of field
39 officer. S [
40 (i) hold office at the pleasure of the adjutant general[
41 (ii) devote all of his time during office hours of the military department to the duties of
42 [
43 (2) The adjutant general, with the approval of the governor, may detail one officer of
44 the Utah National Guard for permanent duty as the personnel officer. [
45 (a) The officer shall be a federally recognized commissioned officer S , OR FORMER
45a FEDERALLY RECOGNIZED COMMISSIONED OFFICER, s of the Utah
46 National Guard with not less than three years military service in the armed forces of the state of
47 Utah or of the United States, one of which shall have been commissioned in the National
