6 LONG TITLE
7 General Description:
8 This bill creates the Utah Motion Picture Task Force.
9 Highlighted Provisions:
10 This bill:
11 . provides for the appointment of members and cochairs of the task force;
12 . provides procedures and requirements for the operation of the task force;
13 . provides for the payment of salaries and expenses of members of the task force who
14 are legislators;
15 . provides for the payment of per diem and expenses for members of the task force
16 who are not legislators;
17 . provides that the Office of Legislative Research and General Counsel shall provide
18 staff support to the task force;
19 . provides duties for the task force;
20 . prescribes the number of times the task force may meet; and
21 . requires the task force to present a final report to the Revenue and Taxation and
22 Workforce Services and Community and Economic Development Interim
23 Committees.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Utah Motion Picture, Television, and Commercial Industries Financial
32 Incentives Task Force -- Creation -- Membership -- Quorum -- Compensation -- Staff.
33 (1) There is created the Utah Motion Picture Task Force consisting of 16 members:
34 (a) three members of the Senate appointed by the president of the Senate, no more than
35 two of whom may be from the same political party;
36 (b) three members of the House of Representatives appointed by the speaker of the
37 House of Representatives, no more than two of whom may be from the same political party;
38 and
39 (c) the following members appointed jointly by the president of the Senate and the
40 speaker of the House of Representatives:
41 (i) five members representing the motion picture and television industry;
42 (ii) one member from municipal government;
43 (iii) one member from county government;
44 (iv) one member representing retail merchants; and
45 (v) two members of the public that have an interest or expertise in the motion picture
46 or television industry.
47 (2) (a) The president of the Senate shall designate a member of the Senate appointed
48 under Subsection (1)(a) as a cochair of the task force.
49 (b) The speaker of the House of Representatives shall designate a member of the House
50 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
51 (3) (a) A majority of the members of the task force constitutes a quorum.
52 (b) The action of a majority of a quorum constitutes the action of the task force.
53 (4) (a) Salaries and expenses of the members of the task force who are legislators shall
54 be paid in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
55 (b) A member of the task force who is not a legislator may not receive compensation
56 for the member's work associated with the task force, but may receive per diem and
57 reimbursement for travel expenses incurred as a member of the task force at the rates
58 established by the Division of Finance under Sections 63A-3-106 and 63A-3-107 .

(5) The Office of Legislative Research and General Counsel shall provide staff support59
60 to the task force.
61 Section 2. Duties -- Meetings -- Interim report.
62 (1) (a) The task force shall review and make recommendations on the necessary and
63 appropriate financial incentives the state should adopt to enhance the state's ability to retain and
64 expand the existing motion picture, television, and commercial industries, and to attract
65 additional production to the state.
66 (b) In conducting the review and making the recommendations required by Subsection
67 (1)(a) the task force shall:
68 (i) consider issues including:
69 (A) economic development;
70 (B) sales and use tax exemptions;
71 (C) investment tax credits;
72 (D) payroll tax credits;
73 (E) enterprise zones;
74 (F) production expense funds; S [
75 (G) county and municipality revenue sources; S [
75a (H) TAX COMMISSION AUDIT EXPERIENCE; AND s
76 (ii) review and make recommendations on any other issue relating to Subsection (1)(a).
77 (2) The task force may meet up to eight times during the 2004 interim.
78 (3) A final report, including any proposed legislation shall be presented to the Revenue
79 and Taxation and Workforce Services and Community and Economic Development Interim
80 Committees before November 30, 2004.
81 Section 3. Appropriation.
82 There is appropriated from the General Fund for fiscal year 2003-04 only:
83 (1) $3,500 to the Senate to pay for the compensation of senators on the task force; H AND h
84 (2) $3,500 to the House of Representatives to pay for the compensation and expenses
85 of representatives on the task force H [
86 (3) $25,000 to the Office of Legislative Research and General Counsel to pay for
87 staffing the task force
88 Section 4. Repeal date.
89 This bill is repealed on November 30, 2004.
