7 LONG TITLE
8 General Description:
9 This bill requires the Transportation Commission to make rules adopting guidelines for
10 partnering with counties and municipalities to help finance state highway improvement
11 projects through local matching dollars.
12 Highlighted Provisions:
13 This bill:
14 . requires the Transportation Commission to adopt guidelines that encourage
15 partnering, help finance projects, and provide for:
16 . consideration of factors relevant to a decision to make program adjustments;
17 . a process for submitting, evaluating, and hearing partnering proposals; and
18 . maintenance of a public record of each proposal from initial submission to final
19 disposition.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Section 72-2-123 is enacted to read:
30 72-2-123. Rulemaking adopting guidelines -- Partnering to finance state highway
31 capacity improvements -- Partnering proposals.
32 (1) In accordance with Title 63, Chapter 46a, Utah Administrative Rulemaking Act, the
33 commission shall make rules adopting guidelines for partnering with counties and
34 municipalities for their help to finance state highway improvement projects through:
35 (a) local matching dollars; or
36 (b) other local participation methods.
37 (2) The guidelines shall encourage partnering to help finance state highway
38 improvement projects and provide for:
39 (a) consideration of factors relevant to a decision to make a program adjustment
40 including the potential to:
41 (i) extend department resources to other needed projects;
42 (ii) alleviate significant existing or future congestion or hazards to the traveling public;
43 and
44 (iii) address a need that is widely recognized by the public, elected officials, and
45 transportation planners;
46 (b) a process for submitting, evaluating, and hearing partnering proposals; and
47 (c) keeping a public record of each proposal from initial submission to final
48 disposition.
