             8      General Description:
             9          This bill creates the Education Articulation Legislative Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    provides for membership of the task force and compensation of members;
             13          .    outlines the responsibilities and duties of the task force;
             14          .    provides for a final report to the Education Interim Committee; and
             15          .    provides for staffing the task force.
             16      Monies Appropriated in this Bill:
             17          This bill appropriates:
             18          .    $44,500 from the General Fund for fiscal year 2003-04 only, to fund the task force.
             19      Other Special Clauses:
             20          This bill is repealed on November 20, 2004.

             24      Be it enacted by the Legislature of the state of Utah:
             25          Section 1. Education Articulation Legislative Task Force -- Creation --
             26      Membership -- Interim rules followed -- Compensation -- Staff.
             27          (1) There is created the Education Articulation Legislative Task Force consisting of the


             28      following 12 members:
             29          (a) five members of the Senate appointed by the president of the Senate, no more than
             30      three of whom may be from the same political party; and
             31          (b) seven members of the House of Representatives appointed by the speaker of the
             32      House of Representatives, no more than four of whom may be from the same political party.
             33          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             34      under Subsection (1)(a) as a cochair of the task force.
             35          (b) The speaker of the House of Representatives shall designate a member of the House
             36      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             37          (3) In conducting its business, the committee shall comply with the rules of legislative
             38      interim committees.
             39          (4) Salaries and expenses of the members of the task force shall be paid in accordance
             40      with Section 36-2-2 and Legislative Joint Rule 15.03.
             41          (5) The Office of Legislative Research and General Counsel shall provide staff support
             42      to the task force.
             43          Section 2. Duties -- Interim report.
             44          (1) As used in this section, "articulation" means the systematic coordination of course
             45      or program content within and between educational institutions to facilitate the continuous and
             46      efficient progress of students from grade to grade, school to school, public education to higher
             47      education, and from the education systems to the working world.
             48          (2) The task force, in cooperation with the public education community, the higher
             49      education community, business, industry, employers, and parents, shall study and make
             50      recommendations for:
             51          (a) strategies for improving articulation;
             52          (b) strategies for the better preparation of students upon graduation from high school,
             53      including an analysis of the final year of high school;
             54          (c) mechanisms for reducing the need for and costs of postsecondary remediation
             55      courses at institutions of higher education;
             56          (d) strategies and mechanisms that the Legislature should fund; and
             57          (e) other issues that may be recommended by the task force, including the merits of
             58      available prior studies and reports done by others.


             59          (3) A final report, including any proposed legislation shall be presented before
             60      November 30, 2004.
             61          Section 3. Appropriation.
             62          There is appropriated from the General Fund for fiscal year 2003-04, a one-time
             63      appropriation of:
             64          (1) $6,000 to the Senate to pay for the compensation and expenses of senators on the
             65      task force;
             66          (2) $8,500 to the House of Representatives to pay for the compensation and expenses
             67      of representatives on the task force; and
             68          (3) $30,000 to the Office of Legislative Research and General Counsel to pay for
             69      staffing the task force.
             70          Section 4. Repeal date.
             71          This bill is repealed on November 20, 2004.
